MOTIONS
1. MS. GRAY PRESENTED A MOTION SECONDED BY MR. GEER THAT THE MINUTES
FROM THE MEETING HELD OCTOBER 26, 2000, BE APPROVED AS DISTRIBUTED. THE
COMMITTEE UNANIMOUSLY APPROVED THE MOTION.
2. MS. RICHARDSON PRESENTED A MOTION SECONDED BY MR. MORETZ TO
RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT SPRNGSTEED REALTY,
INC., CHARLOTTE, N. C., BE GIVEN A SIX MONTHS LISTING AGREEMENT FOR THE
CROFT SCHOOLHOUSE, 9200 BOB BEATTY ROAD. THE COMMITTEE APPROVED THE
MOTION WITH THE FOLLOWING VOTE: OPPOSE: BAESZLER, BRADSHER, MARTIN, PARKER
FAVOR: FOUST, GEER, GRAY, MORETZ, RICHARDSON ABSTAIN: NONE
3. MR. GEER PRESENTED A MOTION SECONDED BY MS. GRAY TO RECOMMEND TO THE
HISTORIC LANDMARKS COMMISSION TO NOTIFY MECKLENBURG COUNTY THAT IT WOULD
LIKE TO PURSUE PURCHASING THE MT. ZION LUTHERAN CHURCH, 1605 LUTHER
STREET, CHARLOTTE, N. C.(CHERRY COMMUNITY), AND TO INVESTIGATE THE PARKING
SITUATION AT THE SITE OF THE STRUCTURE. THE COMMITTEE UNANIMOUSLY APPROVED
THE MOTION.
4. MR. PARKER PRESENTED A MOTION SECONDED BY MS. BAESZLER TO RECOMMEND
TO THE HISTORIC LANDMARKS COMMISSION TO PURSUE PURCHASE OF PROPERTY OPTION
"E" AS DESCRIBED BY CROSLAND COMMERCIAL IN THE LETTER DATED
JANUARY 8, 2001, WHICH INCLUDES THE ROZZELLE HOUSE, 11647 ROZZELLES
FERRY ROAD, MECKLENBURG COUNTY, N. C., FOR $231,000.00 WITH THE
UNDERSTANDING THAT THE TRANSACTION IS SUBJECT TO REZONING. THE COMMITTEE
UNANIMOUSLY APPROVED THE MOTION.
5. MR. GEER PRESENTED A MOTION SECONDED BY MR. PARKER TO RECOMMEND TO
THE HISTORIC LANDMARKS COMMISSION THAT THE McAULEY HOUSE BE MOVED
TO THE OEHLER FARM AND PLACED ON A PARCEL OF LAND CONSISTENT WITH THE SITE
PLAN BEING DEVELOPED BY COLE, JENEST AND STONE, IF MECKLENBURG COUNTY
PURCHASES THE OEHLER PROPERTY WITH LANDBANK MONEY. THE COMMITTEE
UNANIMOUSLY APPROVED THE MOTION.
AGENDA
1. Chairman’s Report: John Parker
Mr. Parker welcomed everyone to the meeting.
2. Director’s Report: Dan Morrill
Dr. Morrill distributed a great deal of information to each Committee
member regarding the individual projects which the HLC is considering or
undertaking (See attachments)
3. W. T. Alexander Plantation: Bryan Turner & Don Yelverton
Dr. Morrill reported that Mr. Yelverton is under contract to do a site
plan. He said that work is underway. Mr. Parker said that he would like to
have a meeting at the site in the near future.
4. Croft Schoolhouse, including Marketing Strategy: Bryan Turner
& Dan Morrill
The property is for sale for $490,000. It has been listed for
approximately one year. There have been no serious offers. (See Motion #2
under Motions above.)
5. Newell School: John Parker & Dan Morrill
The owner wishes to sell the property for $80,000 to the HLC. The
Survey Committee has voted not to recommend processing the property for
historic designation unless a satisfactory restoration plan can be
undertaken. The Committee discussed the situation and decided to wait
until more information can be obtained about the property.
6. Mt. Zion Lutheran Church: Bryan Turner & Dan Morrill
Mr. Ellis Williams called the HLC office Jan. 19th to report that this
designated historic landmark, built in 1896, 886 square feet and located
in the Cherry Community, is for sale.
Mr. Turner visited the property and is concerned about parking. The
church is located at 1605 Luther Street, two blocks off 500 Queens Road.

7. Newell Rosenwald School: Bryan Turner
The owners want the HLC to acquire and restore the building and sell it
back to them. Investigations are still underway as to feasibility. Mr.
Turner will have a list of priority repairs and estimates of the cost of
each by the March meeting of the Historic Landmarks Commission.
8. McAuley House: Bryan Turner & Dan Morrill
On February 6th, the Board of County Commissioners will hold a public
hearing to consider historic landmarks designation for the house. (See
Motion #5 under Motions above.)
9. Rozzelle House: Bryan Turner & Dan Morrill
The house and a tract of land are being offered for sale for $231,000.
(See Motion #4 under Motions above.) Mr. Gates distributed a map
(attached) to the Committee members.
10. Oehler Property: Bryan Turner & Dan Morrill
On Feb. 6th the Board of County Commissioners will decide whether to
purchase the property. If so, the Commission will be moving ahead with the
restoration of the house. The County has secured the house and is awaiting
developments.
11. Charlotte Cotton Mills: Bryan Turner & Dan Morrill
Mr. Bolt told about the latest work being done at the property.
Interior demolition is underway and should be finished by April 1st. The
roof over Building "B" , the structure bought by the HLC, is in
a state of emergency according to Mr. Turner. $1,000 will be spent to
minimize leaking until the new roof, which will cost about $100,000, can
be installed.
12. Davis House: Dan Morrill & Jeff Bradsher
Mr. Bradsher reported that he hopes to set up an appointment soon with
Dr. Yancey, President of Johnson C. Smith University, owner of the house,
to discuss how the HLC
can be helpful in restoring this designated historic landmark.
13. Grier House: Bryan Turner & Dan Morrill
Portrait Homes has withdrawn the offer to donate the house and
approximately two acres of land to the HLC. Negotiations are underway to
determine the purchase cost.
14. Ratcliffe-Otterbourg House: Bryan Turner & Dan Morrill
The Historic Landmarks Commission has made an offer on the property. It
is anticipated that Historic Charlotte, Inc., the owner, will make a
decision on February 8th.
15. Palmer Fire School: Bryan Turner & Dan Morrill
The Park and Recreation Commission has expressed concern about
neighborhood reaction to development of a portion of the property. Staff
is awaiting final word from Park and Recreation on this issue. Contacts
have been made with the City. Negotiations with interested parties will be
necessary.
