Ms. Walker welcomed everyone to the meeting.
Dr. Morrill reported that the Survey and Research Report on the Plaxco House, Matthews, N.C. has been completed but would not be presented at this meeting in deference to the wishes of the owner. He explained that he and Ms. Lester would be meeting with the owner and officials of the Town of Matthews to discuss possible preservation solutions. Dr. Morrill stated that a Survey and Research Report is essentially a legal finding of fact to determine whether a property meets the requirements for special significance for historic landmark status as defined in State Statute. 3. Prospective Historic Landmarks: Dr. Morrill and Mr. Gray A. Stratton House, 911 W. Fourth Street, Charlotte, N.C. Staff reviewed the findings of fact as set forth in the Survey and Research Report.. MR. ASBURY PRESENTED A MOTION SECONDED BY DR. MATTSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE STRATTON HOUSE (INTERIOR AND EXTERIOR OF THE HOUSE AND THE ENTIRE TAX PARCEL), LOCATED AT 911 WEST FOURTH STREET, CHARLOTTE, N. C., BE PROCESSED FOR HISTORIC LANDMARK DESIGNATION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION. B. R. F. Outen Pottery, 430 Jefferson Street, Matthews Staff reviewed the findings of fact as set forth in the Survey and Research Report.. DR. MATTSON PRESENTED A MOTION SECONDED BY MR. ROGERS TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE R. F. OUTEN POTTERY (INTERIOR AND EXTERIOR OF ALL BUILDINGS AND THE ENTIRE TAX PARCEL), LOCATED AT 430 JEFFERSON ST, MATTHEWS, N.C., BE PROCESSED FOR HISTORIC LANDMARK DESIGNATION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION. C. Defiance Sock Mill, 520 Elliot Street, Charlotte, N.C. Staff and Ms. Frances Alexander, consultant for the owner, reviewed the findings of fact as set forth in the Survey and Research Report.. MR. ASBURY PRESENTED A MOTION SECONDED BY MR. ROGERS TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE DEFIANCE SOCK MILL (INTERIOR AND EXTERIOR OF THE BUILDING, EXCEPT FOR THE METAL WAREHOUSE AT THE WESTERN END OF THE BUILDING, AND THE ENTIRE TAX PARCEL), LOCATED AT 520 ELLIOTT ST., CHARLOTTE, N.C., BE PROCESSED FOR HISTORIC LANDMARK DESIGNATION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION WITH DR. MATTSON ABSTAINING IN THE VOTE. Mr. Asbury left the meeting at this point - 9:30 a.m. D. Roseland Cemetery, Monroe Road, Matthews, N. C.. Staff reviewed the findings of fact as set forth in the Survey and Research Report.. The owners of the property were present and stated that they are committed to the preservation of the cemetery. DR. MATTSON PRESENTED A MOTION SECONDED BY MR. ROGERS TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT ROSELAND CEMETERY (AS DESCRIBED IN EXHIBIT A ATTACHED TO THE SURVEY AND RESEARCH REPORT,) LOCATED ON MONROE ROAD, MATTHEWS, N.C., BE PROCESSED FOR HISTORIC LANDMARK DESIGNATION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION. 4. Study List Applications A. Hemby House, 2809 Cavan Court, Charlotte. N.C. Staff reported that it had determined that the property does not possess the requisite special significance required of historic landmarks. The essential issue is the almost total loss of the house's historic setting. The owner presented historic information on the Hemby family and the house. DR. MATTSON PRESENTED A MOTION SECONDED BY MS. LESTER TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE HEMBY HOUSE, 2809 CAVAN COURT, CHARLOTTE, N.C., NOT BE PLACED ON THE HLC STUDY LIST OF PROSPECTIVE HISTORIC LANDMARKS DUE TO THE LOSS OF THE HOUSE'S HISTORIC SETTING. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION. B. Daggy House, 102 Hillside Drive, Davidson, N.C. Staff reported that it had determined that the property does possess the requisite special significance required of historic landmarks. MR. ROGERS PRESENTED A MOTION SECONDED BY DR. MATTSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE DAGGY HOUSE, 102 HILLSIDE DRIVE, DAVIDSON, N.C., BE PLACED ON THE HLC'S STUDY LIST OF PROSPECTIVE HISTORIC LANDMARKS. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION. 5. Coddington Building, 500 W. Trade Street, Charlotte, N.C. At its January meeting, the Commission directed staff to evaluate the C. C. Coddington Building for prospective historic landmark status. Staff believes that the property does not possess the requisite special significance required of historic landmarks. The essential issue is the absence of virtually all of its original interior features and the absence of many distinctive exterior architectural details. Also noteworthy is the fact that the building was not included in the HLC's list of prospective historic landmarks set forth in the HLC's 2004 Survey of Center City Charlotte. MR. ROGERS PRESENTED A MOTION SECONDED BY DR. MATTSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT NO ACTION BE TAKEN WITH RESPECT TO THE C. C. CODDINGTON BUILDING, 500 W. TRADE ST., CHARLOTTE, N.C. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION. 6. Old Business No old business was presented. 7. New Business No new business was presented.
