Director's Report

A. Action Items.
1. Transfer of Streetcar 85 to
Charlotte Trolley, Inc. CATS has confirmed that Federal money
can be used to restore Streetcar 85 even if ownership is transferred to
Charlotte Trolley, Inc. Patricia Nystrom has been working with
members of Charlotte Trolley, Inc. and CATS to complete the necessary
documents to complete that transfer. Patricia Nystrom will present
the documents for your review.
2. Closing on the Oakley House in
Pineville. Complications have arisen with respect to your
purchase of the Oakley House in Pineville. The Pineville Town Board
is scheduled to hold a joint public hearing June 10th to consider historic
landmark designation on the property. As you know, there is a
possibility that the Bond Fund will be reduced by action of the Board of
County Commissioners on June 17th. Patricia Nystrom will explain the
situation and provide the HLC with appropriate contingencies.
3. Marketing the Charlotte Cotton
Mills. Patricia Nystrom and Pappas Properties have completed the
necessary documents that will allow Pappas Properties and the HLC to enter
into a more formal listing agreement for the property. Peter Pappas
will be present to answer questions. Patricia Nystrom will present
the necessary documents for your review.
B. Information Items.
1. Patricia Nystrom and
representatives of Winter Properties have continued to develop documents
that will allow the Commission to participate in the conversion of the
Highland Park Manufacturing Company Mill No. 3. Patricia Nystrom
will explain the status of the project.
2. Len Norman and I have met with
Bryan Barwick about the possible sale and development of the W. T.
Alexander property. Those discussions continue.
3. Work is underway on the Education
Pavilion at Rural Hill Plantation. Allen Brooks informs me that
construction should be completed by the end of June.
4. The underpinning of the Grier-Rea
House continues.
5. A joint public hearing with the
Pineville Town Board will occur June 10, 2003, to consider designation of
the Oakley House as a historic landmark.
Technically, as in all public hearings, a quorum of the Commission should
be present.
6. A joint public hearing will occur
on June 16, 2003, with the Charlotte City Council to consider designation
of the following properties as historic landmarks.
Elmwood-Pinewood Cemetery,
Bryant Park, and the
Calvin and Margaret Neal House. I
anticipate that there will be a lot of speakers who will voice their
opinions regarding Elmwood-Pinewood Cemetery. Technically, as in all
public hearings, a quorum of the Commission should be present.
7. The Commission has been most
active in the last year with processing properties for historic landmark
designation. Click here to review.
8. The budget deliberations of the
County continue. Here is my latest assessment of the situation.
The operations budget of the Commission (e.g. Consultants' stipends,
printing, telephone) should pass will no problem. The Bond Fund of
the Commission is more problematic. A portion of that money could be
lost. Contacts with County Commissioners are on-going. The
final vote of the Board of County Commissioners is scheduled for June
17th.
9. As always, the operations of the
HLC will be minimal during the month of July.
