A.  Action Items.

1.  The Commission is required as part of the Certified Local Government program to hold a public hearing and to comment on the prospective listing of the Rozzell House and property in the National Register of Historic Places.  The Commission should formally vote to open the public hearing to hear anyone who wishes to speak to this issue.  Public notice of the hearing has appeared in the Charlotte Observer.

Staff Recommendation:  That the Commission approve a motion to recommend that the property be listed in the National Register of HIstoric Places.

2.  The Charlotte City Council is scheduled to consider the designation of the Lloyd Presbyterian Church at an upcoming meeting.  Staff did meet with Clay Grubb to discuss the situation. The exact boundaries of the land are be slightly modified, but no grave sites will be impacted.  I have asked Hope Murphy, the UNCC graduate student who wrote the Survey and Research Report, if she can assist with the development of an interpretation scheme for the graveyard and generally assist with coordination with Grubb Properties.  I hereby request that Ms. Murphy be retained as a consultant at an hourly rate of $12 for a maximum of 200 hours to provide this service.  There are sufficient funds in the Commission's operating budget to cover this cost.

Staff Recommendation:  That the Commission approve a motion retaining Hope Murphy as a consultant at an hourly rate of $12 for maximum of 200 hours to coordinate with Grubb Properties and to develop an historic interpretation program for the Lloyd Presbyterian Church Cemetery.

 

B.  Information Items.

1.  Several properties are being processed for historic landmark designation, and public hearings will be forthcoming.  Specifically, the McElroy Farm land and the Oehler Farm will be considered by the Town Board of Huntersville on October 18th.  The Davidson Cotton Mill will be considered by the Davidson Town Board in November, but no definite date has been set.  The Commission can anticipate a joint public hearing with the Charlotte City Council in December to consider the McConnell Farm, the Builders Builder, and the Hennigan Place Land if the Commission votes to recommend designation.  Staff is checking with the Town of Matthews to determine whether a public hearing is necessary for the designation of the interiors of the Funderburk blacksmith shop and grist mill.

2.  Staff met with the Matthews Board of Commissioners on September 7th to discuss the possibility of undertaking a collaborative effort to preserve the Bost House on West John St. in Matthews.  The Board of Commissioners will be issuing a letter of intent to the Commission saying that in concept it supports the providing one-half of the funds to purchase and restore the house for eventual resale.  The Town of Matthews will be approaching the owner to determine his willingness to sell. Staff will be working with the Projects Committee as this matter moves forward.

3.  Staff is scheduled to meet on September 20th with the Huntersville Town Board to explain the concept of a collaborative project to purchase, rehabilitate, and sell the Jordan Farm on Hus McGinnis Road.  Staff will be working with the Projects Committee as this matter moves forward.

4.  Staff will be appearing before the County Park and Recreation Commission on September 14th to explain the Commission's interest in moving the Bethesda School to Rural Hill and restoring it as a historic site.  This is in preparation for making an appearance before the Board of County Commissioners at an upcoming meeting.

5.  Discussions were held with the staff of the Building Standards Department concerning enforcement of design review regulations.  The Building Standards Department has identified the problem.  It has to do with individual historic landmarks that have multiple addresses, such as the Charlotte Cotton Mills.  Staff will be providing information hereafter for all addresses associated with individual historic landmarks.

6.  If the Commission votes to fund Survey and Research Reports on Rowland-Clay House and the McQuay House, Staff has arranged to have two UNCC graduate students  do the reports at $1500 each.  Hope Murphy will do the report on the former, and Paul Archambault will do the report on the latter.  Staff will review the reports to make sure they are in proper order.

7.  Paul Archambault will be completing the comprehensive survey of Pineville.  Staff will be scheduling a meeting with the Pineville Town Board to present the results, including recommendations.  The Survey will be presented at the October 7th meeting of the Survey Committee and brought to the Commission at its October meeting.  Click here for preliminary results.
