Director's Report

A. Action Items.
1. The Commission will
need to go into executive session to consider three matters. The first
is consideration of a contract for the purchase of the Jordan Farm on Hus
McGinnis Road.

The second is consideration
of an offer submitted by a prospective buyer of the Oakley House on Main
Street in Pineville.

The third is consideration of
an offer submitted by a prospective buyer of the Charlotte Cotton Mills.

2. The Commission
continues to work to attempt to preserve the Bethesda School. The
building must be moved to another site by December 31st or it will be
destroyed. The issue before the Commission is that it appears
virtually certain that the County staff will not recommend special funding
to move and restore the building. In other words, the Commission will
have to draw money from its revolving fund if it wishes to save the
building. A potential approach would be for the Commission to pay to
move the building and place it on a foundation at Rural Hill. Funds
for the restoration of the building would be requested from the County in
its next budget cycle. The Commission needs to decide if it wishes to
move forward with the project.

B. Information
Items.
1. Staff continues to
work with Grubb Properties with respect to scheduling the hearing for the
prospective designation of the Lloyd Presbyterian Church Cemetery as a
historic landmark. Grubb Properties is still working on the exact
boundaries of the prospective historic landmark. The hearing was
continued in September, and the same might happen this month. These
matters are simply procedural. There is no question about the eventual
designation of the property. We will keep you advised as this matter
moves forward.

2. The
Matthews Board of Commissioners has submitted a letter to the HLC saying
that the Town would like to work collaboratively to preserve the Bost House
on West John St. The Town will be approaching the owner to determine
if the owner is willing to sell the property. This matter will be
brought to the Projects Committee at its next meeting.
3. The Town of
Huntersville is scheduled to vote next Monday on whether it will participate
with the Historic Landmarks Commission in purchasing and eventually selling
the Jordan Farm on Hus McGinnis Road.

4. The Mecklenburg
County Park and Recreation Commission did note unanimously to endorse the
concept of moving the Bethesda School to Rural Hill.
5. Paul Archambault has
essentially completed the Survey of the built environment of Pineville.
He will be presenting the Survey to the Survey Committee at its next
meeting. It is scheduled to come before the Historic Landmarks
Commission at its November meeting.

6. The Center City
Charlote Survey is virtually complete. It too will come before the
Survey Committee at its next meeting, and it too is scheduled to come before
the Historic Landmarks Commission at its November meeting.

7. There will be a
joint public hearing with the Huntersville Town Board on October 18th to
consider historic landmark designation for the additional land at the Oehler
Farm and the additional land at the McElroy Farm. Joint public is
scheduled with the Charlotte City Council for November 15th to consider
prospective historic landmark designation for the Builders Building,
McConnell House, the Henningan Place property, and the Joseph Sykes Brothers
Building if the Commission votes affirmatively tonight to proceed with
designation. A joint public hearing with the Davidson Town Board will
probably occur on November 9th to consider designation of the Davidson
Cotton Mill.
