Item #1 - Chairman’s Report: Mr. Benson welcomed everyone to the meeting.

Item #2 - Director’s Report: Dr. Morrill

Dr. Morrill explained that the sole responsibility of the Commission is to determine whether the proposed parking deck meets the standards for new and related construction set forth in the Secretary of the Interior's Guidelines.

Item#3 - Consideration of an Application For A Certificate Of Appropriateness to build a parking deck adjacent to American Legion Memorial Stadium.

Dr. Morrill explained the Design Review Committee's recommendation, and a general discussion ensued.

Mr. Rich Rosenthal of CPCC reviewed the plans for the proposed deck and expressed his willingness to work with the Historic Landmarks Commission to develop a mutually acceptable plan.   Dr. Tony Zeiss, President of CPCC, stated that it is most important that this issue be resolved quickly.

Representatives of the County and Mecklenburg County Park and Recreation said they support the construction of the parking deck.

The following recommendation of the Design Review Committee was treated as a motion with a second

THE DESIGN REVIEW COMMITTEE PRESENTED A SECONDED MOTION THAT THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR A PARKING DECK TO BE ERECTED ADJACENT TO AMERICAN LEGION MEMORIAL STADIUM, LOCATED BETWEEN SAM RYBURN WALK AND E. 7TH ST., CHARLOTTE, N. C., BE APPROVED AS PRESENTED WITH THE UNDERSTANDING THAT MR. BENSON, DR. MATTSON, AND MR. ALSOP AND HLC STAFF WILL NEGOTIATE WITH THE APPLICANT AND BE AUTHORIZED TO APPROVE A DESIGN FOR THE PROPOSED PARKING DECK AND SITE THAT PLACES FLAT ROOFS ATOP THE STAIRWELLS, THAT INCORPORATES DESIGN ELEMENTS, INCLUDING POSSIBLY A PARAPET WALL,  THAT ARE SYMPATHETIC TO THE ART DECO FEATURES OF THE AMERICAN LEGION MEMORIAL STADIUM, AND THAT ESTABLISHES A PLAN FOR VEHICULAR INGRESS AND EGRESS THAT REMOVES TO THE MAXIMUM EXTENT POSSIBLE VEHICULAR TRAFFIC FROM ARMORY DRIVE AND THAT ASSURES SAFE PEDESTRIAN PASSAGE BETWEEN THE PROPOSED PARKING DECK AND AMERICAN LEGION MEMORIAL STADIUM.  THE COMMISSION UNANIMOUSLY APPROVED THE MOTION.
