Item #1 - Approval of Minutes

 

MS. HANKIN PRESENTED A MOTION SECONDED BY MR. MISENHEIMER THAT THE MINUTES FOR APRIL 13, 1998, BE APPROVED AS DISTRIBUTED.  THE COMMISSION UNANIMOUSLY APPROVED THE MOTION.

 

Item #2 - Chairman’s Report: Van T. Hill

 

Mr. Hill welcomed everyone to the meeting and extended a special welcome to Mr. Martin as a new Commission member.  Mr. Hill noted that Ms. Kay Majeski, new MHA President, would now serve as an ex-officio member of the HLC.  Mr. Hill expressed sympathy to Ms. Hart in the loss of both of her parents during the past month. 

Mr. Hill asked everyone to look at the attendance reports,  monthly calendar and current roster distributed at her or his seats.

 

Item #3 - Consulting Director’s Report: Dan L. Morrill

 

A copy of the Director’s Report is attached. 

Dr. Morrill distributed a copy of a letter from Mr. Don Yelverton, project architect for the Blakeney House, 9214 Blakeney Heath Road, regarding the process of securing bids for the house. 

Item #4 - Design Review Committee Meeting: Lindsay Daniel 

Ms. Daniel reported that the Design Review Committee met April 22, 1998. 

Ms. Dalton and Mr. Edward were present in support of the Application for a Certificate of Appropriateness for the Old Settlers’ Cemetery, 200 West Fifth Street, Charlotte, N. C.  Ms. Daniel presented and explained the proposed plans.  

MS. DANIEL PRESENTED A MOTION SECONDED BY MR. RITCH THAT THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR THE RESTORATION AND RENOVATION OF THE OLD SETTLERS’ CEMETERY, 200 WEST FIFTH STREET, CHARLOTTE, N. C. (TAX PARCEL NO. 078-012-01), IN ACCORDANCE WITH SPECIFICATIONS DEPICTED IN A SET OF PLANS PREPARED BY DALTON MORAN ROBINSON ARCHITECTURE, DATED JANUARY 15, 1998, AND REVISED BY PLANS AND SPECIFICATIONS PREPARED BY DALTON MORAN ROBINSON ARCHITECTURE, DATED MOST RECENTLY MAY 8, 1998, AND DESCRIBED IN THE ATTACHMENT ENTITLED “OLD SETTLERS CEMETERY APPROVALS PER REVISION SET DATED JANUARY 15, 1998,” BE APPROVED AS PRESENTED.  THE COMMISSION UNANIMOUSLY APPROVED THE MOTION. 

THE DESIGN REVIEW COMMITTEE PRESENTED A SECONDED MOTION THAT THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR THE HOSKINS MILL PAYMASTER BUILDING, 201 S. HOSKINS ROAD, CHARLOTTE, N. C., BE APPROVED AS PRESENTED.  THE COMMISSION UNANIMOUSLY APPROVED THE MOTION. 

Ms. Daniel reported that the Charlotte Planning Committee had requested that the Design Review Committee comment on a proposed site plan involving the Dr. R. G. Miller House, an important historic house which is not designated historic due to the desire of the owners but which qualifies for historic designation, located at the intersection of Sardis and Rama Roads.  She said that the Committee requested that Dr. Morrill write the Planning staff stating the Committee’s interest in making comments in the future on such developments and underscoring the need to have sufficient lead time to formulate such comments.  She said that the HLC hired Scott White, a landscape architect, to review the proposed plans, and that he wrote a letter regarding the intended plans. 

Item #5 - Reports on Designated Historic Landmarks 

a. Ms. Cox reported on five properties in Eastover and fourteen in First Ward. 

b. Ms. Daniel reported on nineteen properties in Dilworth. 

c. Ms. Hankin reported on seventeen properties in Fourth Ward. 

Ms. Hart and Mr. Hill will report on properties next month. 

Item #6 - Projects Committee Report: Elaine White 

Ms. White reported that the Projects Committee met April 29, 1998. 

Ms. White said that the Committee discussed the Blakeney House, 9214 Blakeney Heath Road.  She said that a second period will need to be held for advertising bids as we did not get three bids in the original process. 

Ms. White reported that the Committee agreed that the Gluyas House (9628 Mt. Holly-Huntersville Road) expenses for a Survey and Research report should come from the Bond Fund since the house will be a bond project.  

Item #7 - Survey Committee Report: John Misenheimer 

Mr. Misenheimer reported that the Survey Committee will meet July 1, 1998.

 Item #8 - Education Committee Report:  Barry Miller  

Mr. Miller reported that the Education Committee met April 20, 1998 and will meet again May 18, 1998.  He said that the Committee has nearly finalized two brochures for printing.  He said that August is the 25th Anniversary of the Historic Landmarks Commission and that the Committee is discussing the possibility of a social event to which all former Commission members would be invited. 

Item #9 - Treasurer’s Report: Scott Hirsch 

No motions were presented. 

Item #10 - Old Business 

Mr. Ritch reported that the Bell House, recently acquired by Mr. Allen Brooks, should be moved within a couple of days from South Caldwell Street to Euclid Avenue. 

Item #11 - New Business 

Ms. Hankin reported that she attend a recent meeting of the Lynnwood Foundation which owns the Duke Mansion, a designated historic landmark. 

The meeting adjourned at 6:55 p.m.
