AGENDA

Item #1 - Approval of Minutes

MS. RICHARDSON PRESENTED A MOTION SECONDED BY MR. PARKER THAT THE MINUTES FOR AUGUST 11, 2003, BE APPROVED AS DISTRIBUTED. THE COMMISSION UNANIMOUSLY APPROVED THE MOTION.

Item #2 - Chairman’s Report: Mr. Bradsher

Mr. Bradsher welcomed everyone to the meeting. He thanked everyone for all the good work that is being done for the HLC.

 

Item #3 - Director’s Report: Dr. Morrill

Dr. Morrill reported that the processing of designating a lesser amount of land for Cedar Grove Plantation is moving forward. The prospect is that a joint public hearing with the Town of Huntersville will occur in November.

Staff will be meeting with the Stewardship Committee of Parks and Recreation to discuss the prospect of designating a greater amount of land for historic landmarks designation at the Oehler Farm.

Parks and Recreation will be scheduling a meeting with an ad-hoc committee of the HLC to discuss the prospect of designating the American Legion Memorial Stadium as a historic landmark.

The designation of the Washam Farm is progressing. The land to be included in the prospective historic landmark has been surveyed, and the ordinance and associated materials are being prepared. The HLC is awaiting final approval from the owners to begin the designation process. A meeting is scheduled for this week with the owners.

The Davidson town attorney has received the draft of the ordinance for the designation of the Chairman Blake House at its new location. A joint public hearing with the Davidson Town Board will occur in October or November.

Staff is beginning the processing of the South 21 Curb Service Restaurant sign for historic landmark designation and is also beginning the processing of the former Charlotte Post Office Building for historic landmark designation.

The County Budget Office has delivered a packet of information that staff will have to fill out by October 24th setting forth the projected budgets of the HLC based upon established inflationary numbers provided by the County. A session with the County staff is scheduled for November 13th and with the Board of County Commissioners on November 25th. Members of the Historic Landmarks Commission will only attend the November 25th meeting if invited by the Board of County Commissioners.

Staff will be developing a list of prospective projects for presentation to the Projects Committee at its meeting on October 6th. Staff would be happy to receive recommendations from members of the HLC which should be submitted to Dr. Morrill by September 22nd.

 

Item #4 - Design Review Committee Report: Ms. Gray

Ms. Bos, Committee Vice-Chair, reported that the Design Review Committee met August 26, 2003. Minutes from the meeting can be found on the HLC’s website - www.cmhpf.org and on file at the HLC office.

a. Consideration of an Application for a Certificate of Appropriateness for Phase II of the Palmer Fire School

THE DESIGN REVIEW COMMITTEE PRESENTED A SECONDED MOTION THAT APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR PHASE II OF THE PALMER FIRE SCHOOL, 2601 EAST SEVENTH STREET, CHARLOTTE, N.C., BE APPROVED AS PRESENTED REGARDING PROPOSED ADDITIONAL PARKING AS DEPICTED ON THE REVISED SITE PLANS AND FOR THE TWO PROPOSED OFFICE BUILDINGS, INCLUDING THE ONE-STORY BUILDING, AND THAT STAFF WILL REVIEW FINAL PLANS TO ASSURE THAT THE DESIGN IS EXECUTED IN SUCH A WAY THAT THE SYLVAN NATURE OF THE SITE IS PRESERVED. THE COMMISSION UNANIMOUSLY APPROVED THE MOTION.

B. Blakeney-Heath Road Project

Dr. Morrill told about the James A. Blakeney House, Blakeney-Heath Road, which the HLC restored with bond funds. Deed restrictions were placed not only on the house but also on adjoining property in order to protect the sylvan nature of the area. Since the deed is recorded, anything that is done with the protected property must be approved by the HLC. Mr. Pompeo was present as a representative of the Blakeney-Heath Homeowners Association requesting that the HLC approve the presented design plans for a vernacular-style pavilion building, play equipment, and a fence, on the vacant land.

THE DESIGN REVIEW COMMITTEE PRESENTED A SECONDED MOTION THAT THE PLANS FOR THE PROPOSED CHANGES TO THE OPEN FIELD AT THE FRONT OF THE BLAKENEY-HEATH SUBDIVISION, SPECIFICALLY THE LOCATION AND DESIGN OF THE PAVILION BUILDING, THE LOCATION OF THE PLAY AREA, AND THE LOCATION AND DESIGN OF THE SPLIT RAIL FENCE BORDERING THE FIELD, ALL DEPICTED ON THE REVISED MATERIALS SUBMITTED TO THE HLC ON AUGUST 26, 2003, BE APPROVED AS PRESENTED WITH THE UNDERSTANDING THAT THE FINAL DESIGN OF THE PLAY AREA, INCLUDING THE EQUIPMENT, IS IN KEEPING WITH HLC STAFF APPROVAL AND IN KEEPING WITH THE HISTORIC CHARACTER OF THE PROPERTY. THE COMMISSION UNANIMOUSLY APPROVED THE MOTION.

 

Item #5 - Education Committee Report: Ms. Richardson

Ms. Richardson reported that the Education Committee met today at 5:30 p.m. Minutes can be found on the HLC’s website -www.cmhpf.org.

The Education Committee is working on several projects which include the integration of the HLC’s website more completely into the County server, making the public more aware of the work of the HLC and possibly hosting an event at the Palmer Fire School, assisting in an event to help celebrate the completion of the new structure beside the Davidson Schoolhouse at Rural Hill, the hosting of another breakfast for the elected officials of Charlotte-Mecklenburg in Spring 2004, and a tax credit educational event which would give CLG credit to the HLC.

 

Item #6 - Rural Hill Schoolhouse Report: Mr. Misenheimer

Mr. Misenheimer reported that the Rural Hill Board is still seeking a new director. He said that the HLC continues to work with Park and Recreation and the Catawba Valley Scottish Society in planning strategies for the new classroom/bathroom building accompanying the Davidson Schoolhouse

 

Item #7 - Survey Committee Report: Mr. Norman

The Survey Committee will meet Monday, September 29, 2003, at 6:00 p.m. at the HLC office.

 

Item #8 - Projects Committee Report: Mr. Kluttz

Mr. Turner reported that the Projects Committee met September 3, 2003. Minutes from the meeting can be found on the HLC’s website - www.cmhpf.org. The status of all the HLC’s restoration projects can be found in these minutes.

Mr. Bradsher reported that he met today with Dr. Dorothy Yancey, President of Johnson C. Smith University. JCSU owns the Dr. George E. Davis House which is a designated historic landmark and is in great need of restoration. Mr. Bradsher said that he was informed that the JCSU Board will probably not agree to commit any funds to the restoration of the property at this time. Once the HLC has received an official notification letter from JCSU stating the fact that JCSU cannot utilize any of the HLC’s bond funds, an official reply will be issued by the HLC.

 

Item #9 - Treasurer’s Report: Mr. Sullivan

Mr. Sullivan reported that all financial reports can be seen by Commissioners for the HLC and revolving bond fund in the notebooks in the meeting room. A County audit will be performed soon.

 

Item #10 - Old Business.

Dr. Morrill reported that the a designated historic landmark may become available soon for the HLC to consider for acquistion and resale. A developer may donate the house to the HLC.

 

Item #11 - New Business.

No new business was presented.
