The Historic Landmarks Commission will meet next on January 14, 2008, in its offices in the Ratcliffe-Otterbourg House at 2100 Randolph Road, Charlotte, N.C.  The meeting shall commence at 6:00 p.m.  Anyone needing assistance should contact the Historic Landmarks Commission beforehand at 704-376-9115.

3.  Public Hearings on prospective National Register Properties. 

The Commission is required to hold a public hearing to receive public input as to whether properties should be nominated for listing in the National Register of Historic Places.  The following properties will be considered at this meeting:

     A.  N. S. Alexander House.  Click here for Survey and Research Report

4.  Design Review Issues. 

A. Consideration of an Application For A Certificate of Appropriateness for the Villalonga-Alexander House.

The applicant is proposing to build a new hallway partition in the second floor of the house, as shown below.  The new partition would be reversible and would be differentiated from the original interior woodwork.

The applicant is also proposing to add a bathroom area to the "back" bedrooms, as shown below.

B.  Consideration of an Application For A Certificate of Appropriateness for the Home Federal Savings and Loan Building.

5.  Survey Committee Issues

   A.  The Town of Davidson has requested that the Davidson Elementary School, which has already been identified as eligible for historic landmark status, be processed for historic landmark designation.  The Town has also agreed to pay one-half of the cost of the Survey and Research Report.  Staff recommends that the subject property be processed for historic landmark designation and that the Commission pay one-half of the cost of the Survey and Research Report.

Several properties are being processed for historic landmark designation.  They are:  Lingle Hut, Fire Station No. 4, Wing Haven, Solomon Levine House, S. B. Alexander House, the McCausland/Thacker's Building, the Second Ward High School Gymnasium, the Charlotte Coliseum, and Ovens Auditorium.

6.  Projects Committee Matters

   A.  Smith House.  The Commission will receive by January 25th an appraisal for the Charles H. and Bess Smith House at 220 W. 10th St., Charlotte, N.C.  The Commission will thereafter need to determine what course of action it wishes to take regarding this matter.  Staff has learned that the property has been listed for $1.3 million.  Click here for the Survey and Research Report.

   B.  White Oak Plantation.  Lexie Longstreet has prepared a sales price estimate for the portion of the White Oak Plantation property on the east side of Hood Rd.  The Commission will have to consider whether it wishes to put this portion of the property up for sale.  The tenants have vacated the main house. Tenants remain in the rental house on the east side of Hood Rd. and in the log house immediately behind the main house.  Lexie Longstreet will be working with staff to prepare an updated marketing program for the property.

   C.  Sidney and Ethel Grier House.  Bathroom and kitchen upfits are nearing completion.  Lexie Longstreet is working with the contractor in selecting carpet and paint colors.  A major push will be made to sell the house in the spring.

   D.  Grier-Rea House.  The rezoning of the property to allow residential infill has been submitted and should be heard in March.   Bryan Turner is working to resolve issues with the contractor regarding the fulfillment of obligations under the contract.

  E.  Rozzel House.  Linda Kidd continues to market the property and tells us that she still has a prospective buyer.

  F.  Torrence-Lytle School.  Staff will be working with an ad-hoc committee to determine the best marketing strategy for the property.  Staff has visited the site with Frank Bragg, Chair of the Torrence Lytle ad-hoc committee.

   G.  McAuley House.  Staff is working with the architect to secure final plans to move and rehabilitate the house.

  H.  Thrift Piedmont & Northern Depot.  The Commission is awaiting approval from CSX to sell the property. 

  I.  Richard Wearn House.  Bank of America continues to work on the papers necessary for conveying the house to the Commission.
