The Historic Landmarks Commission will meet next on February 11, 2008, in its offices in the Ratcliffe-Otterbourg House at 2100 Randolph Road, Charlotte, N.C.  The meeting shall commence at 6:00 p.m.  Anyone needing assistance should contact the Historic Landmarks Commission beforehand at 704-376-9115.

A.  First Federal Savings and Loan, 139 S. Tryon St.

The owner proposed new signage for the Chima Brazilian Steakhouse that will occupy the ground floor as shown below.

The Committee did not make a motion to approve the presented design plans and asked that new drawings showing smaller modified signage be presented for consideration at the HLC meeting on February 11, 2008. Below are the revised plans.

B. Ratcliffe-Otterbourg House, 2100 Randolph Road

Plans were presented showing various options for an accessible ramp on the building, the site of the HLC office.  The Committee discussed the situation and agreed that an exterior lift is not an option to consider but that a rear entry ramp can continue to be considered.

C. Walter Brem House, 211 East Boulevard

The owners proposed the construction of a security fence on the property as depicted below.

MR. SHURLEY PRESENTED A MOTION SECONDED BY MR. JONES TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE PROPOSED APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR THE WALTER BREM HOUSE, 211 EAST BOULEVARD, CHARLOTTE, N. C., NOT BE APPROVED. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

The owners of the property have revised their plans to address the issues raised by the Design Review Committee.  Below are their modified plans.

A.  The Dilworth Community Development Association (DCDA) is requesting that the HLC consider the prospective purchase of four strategic properties in Dilworth that are currently for sale. The properties are:

 The Committee considered this request and passed the following motion.

MR. NEWMAN PRESENTED A MOTION SECONDED BY MR. WEIS TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT HLC STAFF BE AUTHORIZED TO NEGOTIATE PURCHASE PRICES TO BE PRESENTED TO THE PROJECTS COMMITTEE AND THE HLC FOR ACCEPTANCE OR REJECTION ON ANY OF THE FOLLOWING PROPERTIES IN DILWORTH:

424 E. TREMONT AVE., 712 E. TREMONT AVE. , 1012-1014 E. WORTHINGTON  AVE., AND 1015 E. BLVD. THE COMMITTEE APPROVED THE MOTION AS FOLLOWS: FAVOR: LAW, JOHNSON, WEIS, NEWMAN OPPOSE: SULLIVAN, BRAGG, ROJAHN.

B.  The HLC has obtained an appraisal of the market value of  the Charles H. and Bess Smith House in Fourth Ward.  The owner has received a Certificate of Appropriateness from the Historic Districts Commission that will allow the owner to demolish the house in the fall of 2008.  The owner has not applied for a Certificate of Appropriateness from the HLC.  The HLC is considering making an offer to purchase the property.  The Committee passed the following motion which reported the action taken in executive session.  The HLC's consideration of the committee's recommendation will also have to occur in executive session.

MR. BRAGG PRESENTED A MOTION SECONDED BY MR. WEIS THAT THE COMMITTEE PRESENT A PRICE AGREED UPON BY THE COMMITTEE TO THE HISTORIC LANDMARKS COMMISSION FOR THE CHARLES H. AND BESS SMITH HOUSE, 220 WEST TENTH STREET, CHARLOTTE, N. C., AND SUBSEQUENTLY RECONVENE IN REGULAR SESSION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.
