The Historic Landmarks Commission will meet next on March 10, 2008, in its offices in the Ratcliffe-Otterbourg House at 2100 Randolph Road, Charlotte, N.C.  The meeting shall commence at 6:00 p.m.  Anyone needing assistance should contact the Historic Landmarks Commission beforehand at 704-376-9115.

a.  Rezoning of the Grier-Rea House

The Commission has filed a rezoning application for the Grier-Rea House and property to rezone the property to R6 so that additional residential structures can be placed on the site.  As part of the process a meeting was held with neighbors of the property.  Considerable opposition was expressed at that meeting.  In view of this opposition and because of the need to reconsider what would be the best long-term preservation solution for the Grier-Rea House I recommend the following action.

1) Withdraw the rezoning application

2)  Appoint an ad-hoc Grier-Rea House Committee to work with staff in considering the range of solutions for the property and to work with staff to assure that the completion of the restoration of the house to the level needed for effective marketing is achieved at the earliest possible date.

a.  Application For A Certificate Of Appropriateness to demolish the McNeil Paper Company Warehouse, East 8th Street, Charlotte.

 

Levine Properties, owner of the McNeil Paper Company Warehouse, has filed for a Certificate of Appropriateness to demolish the building.  The Commission cannot deny the issuance of a Certificate of Appropriateness for demolition but may delay its effective date for up to 365 days from the date the Commission issues the Certificate of Appropriateness.  Click here for the Survey and Research Report.

MR. SHURLEY PRESENTED A MOTION SECONDED BY MR. ASBURY TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT A CERTIFICATE OF APPROPRIATENESS FOR DEMOLITION WITH A DELAY OF THREE MONTHS BE ISSUED FOR THE McNEIL PAPER COMPANY WAREHOUSE, 305-07 E. 8TH STREET, CHARLOTTE, N. C., WITH THE CAVEAT THAT DETAILED MEASURED DRAWINGS AND ELEVATIONS AND COMPLETE PHOTOGRAPHS OF THE INTERIOR AND EXTERIOR OF THE BUILDING, AND DESIGN PLANS FOR THE PROPOSED PARKING DECK, BE PRESENTED TO THE COMMISSSION AND REVIEWED BY ITS STAFF DURING THE THREE-MONTH DELAY. THE COMMITTEE APPROVED THE MOTION AS FOLLOWS: FAVOR: ALSOP, ASBURY, JONES, SHURLEY OPPOSE: BENSON ABSTAIN: MATTSON.

DR. WEIS PRESENTED A MOTION SECONDED BY MR. CAMPBELL TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE DR. GREENE HOUSE, 2001 OAKLAWN AVE., CHARLOTTE, N. C., BE PLACED ON THE HLC’S STUDY LIST OF PROSPECTIVE HISTORIC LANDMARKS AND THAT THE HLC FUND A SURVEY AND RESEARCH REPORT ON THE PROPERTY. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

b.  Survey and Research Reports on prospective historic landmarks.

  MR. CAMPBELL PRESENTED A MOTION SECONDED BY DR. MATTSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE SECOND WARD HIGH SCHOOL GYMNASIUM, 800 E. STONEWALL STREET, CHARLOTTE, N. C., (INTERIOR, EXTERIOR AND A PARCEL OF LAND SUFFICIENT TO PROTECT THE AMBIENCE OF THE BUILDING) BE PROCESSED FOR LOCAL HISTORIC LANDMARK DESIGNATION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

This map shows 1.38 acres that could provide an adequate setting to protect the integrity of the building.

C., (INCLUDING ALL LAND AT THE SITE OWNED BY MECKLENBURG COUNTY) BE PROCESSED FOR LOCAL HISTORIC LANDMARK DESIGNATION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

DR. WEIS PRESENTED A MOTION SECONDED BY MR. CAMPBELL TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE CAROLINA RIM AND WHEEL COMPANY BUILDING, 306 N. GRAHAM ST., CHARLOTTE, N. C., (INTERIOR, EXTERIOR AND TAX PARCEL ASSOCIATED WITH THE BUILDINGS) BE PROCESSED FOR LOCAL HISTORIC LANDMARK DESIGNATION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

     5)  McCausland Building-Thacker's Restaurant, 221 South Tryon St., Charlotte.  Click here for Survey and Research Report.

The Committee considered the comments from the North Carolina Division of Archives and History.  Click here to see letter.  The Committee took no action, meaning that unless the Commission takes action the processing of the front facade of the building will move forward.

c.  Consideration of Potential Historic Landmarks

     1). Charlotte Coliseum and Ovens Auditorium, E. Independence Blvd, Charlotte, N. C.

Staff recommends that Mr. Gray  re-visit the property to assess the current physical integrity of the buildings.  Staff also recommends that officials from the Coliseum Authority be invited to attend the next meeting of the Survey Committee.

b. Fire Station No. 7, N. Davidson St., Charlotte, N. C.

HLC Staff recommends placing this property on the Study List and funding a Survey and Research Report.

c. Radio Center, S. Blvd, Charlotte, N. C.

HLC Staff recommends placing this property on the Study List and funding a Survey and Research Report.

d. Long Creek Elementary School historic buildings, Beatties Ford Rd., Huntersville

HLC Staff recommends placing this property on the Study List and funding a Survey and Research Report.

e. Huntersville Rosenwald School, Huntersville

HLC Staff recommends that further interaction with the Town of Huntersville occur about the property before recommendations are made.

f. Potter’s Field Cemetery, W. T. Harris Blvd, Charlotte

HLC Staff recommends placing the property on the Study List.

g. Crane Company Building, 1307 W. Morehead St., Charlotte

 Staff recommends that the Crane Company Building be placed on the Study List.

DR. WEIS PRESENTED A MOTION SECONDED BY MR. CAMPBELL TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT STAFF RECOMMENDATIONS ON THE PROPERTIES OUTLINED ABOVE BE APPROVED. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

5.  New Business.

General Dyestuff Building, West Morehead St., Charlotte.

The owner of the General Dyestuff Building is requesting that the property be placed on the Study List of prospective historic landmarks.  The Commission conducted a survey of industrial buildings in Charlotte-Mecklenburg and determined that the building is eligible for listing in the National Register of Historic Places.  This request was made subsequent to the most recent meeting of the Survey Committee.
