a.  Charlotte Fire Station No. 4, 420 West 5th St., Charlotte

Two prospective buyers of Charlotte Fire Station No. 4 have met with Staff and members of the Commission to discuss their plans for the development of the property.   These parties have been invited to discuss the concepts with the Commission.

a.  Application for a Certificate of Appropriateness For the Charlotte Water Works - Vest Station.

The City of Charlotte is proposing to: 1.   Install new insulated windows that would include a ventilation system along the bottom of the window openings  2.   Install a new EPDM roofing system 3.   Repair and replace damaged parapet caps and coping 4.   Repair to the concrete surface of the building and repainting 5.   Add new roof ventilators and exhaust fans 6.   Install two new 42" square exhaust fan louvers on the rear of the North building in original window openings. 7.   Install four new 42" square exhaust fan louvers in the existing window openings in the clerestory of the South building.

The Design Review Committee passed the following motion regarding this matter.

MR. JONES PRESENTED A MOTION SECONDED BY MR. SHURLEY TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR THE CHARLOTTE WATER WORKS/VEST STATION, CORNER OF BEATTIES FORD ROAD AND PATTON AVE., CHARLOTTE, N. C., BE APPROVED AS PRESENTED WITH THE FOLLOWING EXCEPTIONAL CONDITIONS: 1) VENTILATOR SYSTEM AS PRESENTED IS NOT APPROVED BUT HLC STAFF WILL WORK WITH THE APPLICANT TO CONSIDER OPTIONS FOR PRESENTATION TO THE HLC ON JUNE 9, 2008 2) WINDOW GLAZING WILL BE CLEAR AND THE LOW E LIGHTS ARE TO HAVE A PROFILE CONSISTENT WITH THE HISTORIC APPEARANCE OF THE STRUCTURE 3) WINDOW FRAME MAY BE CLAD ALUMINUM WITH SIMULATED DIVIDE LIGHT AND HLC STAFF WILL CONSULT WITH THE N. C. DEPARTMENT OF ARCHIVES AND HISTORY ABOUT SPECIFICS 4) THE APPLICANT WILL DOCUMENT WITH PHOTOGRAPHS AND MEASURED DRAWINGS ALL EXISTING WINDOW TYPES. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

b.  The following applications were submitted under express review, meaning that the Design Review Committee has not considered these matters.

1) McAuley House, 14033 Huntersville-Concord Road, Huntersville

 

Current Conditions

The applicant is proposing to set the house on a new foundation, re-build the roof, chimney tops, and front porch, and remove the existing aluminum siding.  This is a proposed partial restoration to make the house marketable.

Staff recommendation:  Approve the application as submitted.

2) Charlotte Cotton Mills, 500 West Fifth Street, Charlotte. 

The applicant proposes to make changes to the building that abuts Graham Street.  The proposal would involve the replacement of three direct-glazed windows with operable windows.  These window openings are a recent alteration to the building.

The proposal also included the removal of recently installed partition walls and ceiling, and the addition of new restrooms and a kitchen.

Staff recommendation:  Approve the application once the window design is submitted and approved by the Staff and the Design Review Chairman. 

3) Coffee Cup Soda Grill, Clark Street Charlotte. 

The applicant intends to demolish the building.

Staff recommendation:  Submit the Application as required by State Statute but delay its effective date for 365 days.

5.  Public Hearings

The Commission is required by law to hold public hearings on prospective historic landmarks.  The Commission has already voted to recommend processing the following properties for designation but is to take into consideration comments from the public before reaffirming its support or non-support for historic landmark designation for these properties.
