1.  Design Review Matters.  Click for Design Review Minutes.

There are two Applications for Certificates of Appropriateness which have been submitted to the Commission.  In both instances the Historic Landmarks Commission is the applicant. 

a.  W. T. Alexander Barn.  Don Yelverton, Project Architect, has completed plans for the reconstruction of a barn-like building on the site of the original barn.  The building will contain condominiums.  The Design Review Committee has reviewed the plans and has approved the following motion.

MR. MISENHEIMER PRESENTED A MOTION SECONDED BY MR. BOOKOUT TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS (Application 01-34) FOR THE CONSTRUCTION OF A NEW THREE STORY BUILDING CONTAINING FIVE CONDOMINIUMS ON THE W. T. ALEXANDER PLANTATION BARN FOUNDATION, MALLARD CREEK CHURCH ROAD, WHICH WILL RESEMBLE THE MASSING AND FORM OF THE DEMOLISHED PARTS OF THE BARN, BE APPROVED AS PRESENTED WITH THE UNDERSTANDING THAT A MORE BARN-LIKE APPEARANCE ON THE END ELEVATIONS IS TO BE ACHIEVED. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Don Yelverton has modified the barn plans in accordance with the Committee's directives.  Staff Recommendation:  Approve the motion as presented.

b.  Charlotte Cotton Mills.  Jack Copeland, Project Architect, has completed plans for the treatment of the exterior of the building, the skylights, and the roof.  The Design Review Committee has reviewed the plans and has approved the following motion.

MR. MISENHEIMER PRESENTED A MOTION SECONDED BY MR. BOOKOUT TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS (Application 01-33) FOR THE CHARLOTTE COTTON MILLS BE APPROVED AS PRESENTED. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve the motion as presented.

2.  Education Committee Matters.  Click for Education Minutes.  The Education Committee has no action items to come before the Commission.

3.  Finance Committee Matters.  Click for Finance Committee Minutes.  The Finance Committee is recommending the requests for Betterments for the HLC's 2002-2003 Budget.  The recommendations are contained in the minutes.

The Finance Committee is recommending that the basic operating budget remain the same except for County-wide increase adjustments.  The Committee is recommending that the Commission submit the following Betterment Requests.

- Fund for Public Monuments & Markers, including emergency repairs: $20,000.00

- Travel for Staff & Commissioners: $3,000.00

- Survey of Charlotte Center City Properties: $15,000.00

- New computers for the HLC office: $5,000.00

- Internet Journal Editor - $10,000.00

Staff Recommendation:  Introduce and pass a motion approving the Finance Committee's recommendation.

Donny Luke, Project Architect, presented conceptual site plans for the property.  The property contains the following principal elements.  The Project Committee approved the following motion.

MS. COX PRESENTED A MOTION SECONDED BY MS. GRAY TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT CONCEPTUAL DESIGN PLANS FOR THE ROZZELL HOUSE, 11647 ROZZELLE’S FERRY ROAD HOUSE, CHARLOTTE, N. C., BE APPROVED AS PRESENTED WITH THE FOLLOWING CLARIFICATIONS AND CHANGES A) LEAVE THE RENTAL HOUSE ON THE PROPERTY AS IS; B) INCLUDE RESTORATION OF THE WELL HOUSE AND THE CORN CRIB; C) INCLUDE STABILIZATION OF THE BARN; D) EXCLUDE INFILL AT THIS POINT; AND (E) RESTORE THE ROZZELL HOUSE EXTERIOR RETAINING THE SIZE AND CONFIGURATION OF THE SECOND-STORY WINDOWS AND BUILDING AND EXCLUDE ADDITIONS TO THE CURRENT STRUCTURE; AND THAT MR. DONNY LUKE, THE ARCHITECT, DEVELOP A FINANCIAL PLAN FOR RESTORATION COSTS IN ACCORDANCE WITH THESE DESIGN PLAN RECOMMENDATIONS. THE COMMISSION UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve the motion as presented.

b.  Oehler House. 

Conceptual Plans for the Oehler House.  Joseph Opperman, Project Architect, presented conceptual site plans for the property.  The Projects Committee approved the following motion.

MR. HIRSCH PRESENTED A MOTION SECONDED BY MS. BOS TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE CONCEPTUAL DESIGN PLANS PRESENTED BY MR. JOSEPH OPERMANN, ARCHITECT, FOR THE OEHLER HOUSE, HUNTERSVILLE-CONCORD ROAD, BE APPROVED WITH THE UNDERSTANDING THAT FINAL PLANS MUST BE PRESENTED TO THE HLC’S DESIGN REVIEW COMMITTEE. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve the motion as presented.

c.  McAuley House. 

 

Conceptual Plans for the McAuley House.  Joseph Opperman, Project Architect, presented conceptual site plans for the property.  The Projects Committee approved the following motion.

MR. GEER PRESENTED A MOTION SECONDED BY MR. MISENHEIMER TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE CONCEPTUAL DESIGN PLANS PRESENTED BY MR. JOSEPH OPERMANN, ARCHITECT, FOR THE McAULEY HOUSE, HUNTERSVILLE-CONCORD ROAD, BE APPROVED WITH THE UNDERSTANDING THAT FINAL PLANS MUST BE PRESENTED TO THE HLC’S DESIGN REVIEW COMMITTEE. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve the motion as presented.

d.  W. T. Alexander Barn

Conceptual Plans for the W. T. Alexander Barn Interior.  Don Yelverton, Project Architect, presented conceptual floor plans for the interior of the reconstructed barn.  The Projects Committee approved the following motion.

MS. COX PRESENTED A MOTION SECONDED BY MS. GRAY TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE CONCEPTUAL DESIGN PLANS PRESENTED BY ARCHITECT, MR. DON YELVERTON, FOR THE W. T. ALEXANDER PLANTATION BARN, 416 WEST MALLARD CREEK CHURCH ROAD, BE APPROVED WITH THE RECOMMENDATION THAT THE THIRD FLOOR OF EACH UNIT SHALL CONTAIN TWO BEDROOMS AND THAT THE U - SHAPED KITCHEN ON THE SECOND LEVEL SHOULD BE THE SMALLER VERSION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve the motion as presented.

e.  Lease of a portion of the W. T. Alexander Plantation House

The Old Mecklenburg Genealogical Society has proposed to lease a portion of the W. T. Alexander House for its library and a study room.  The Projects Committee approved the following motion regarding this matter.

MR. MISENHEIMER PRESENTED A MOTION SECONDED BY MR. HIRSCH TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT ATTORNEY PATRICIA NYSTROM READ THE PROPOSED LEASE PRESENTED TO THE HLC BY THE OLD MECKLENBURG GENEALOGICAL SOCIETY REGARDING TENANCY AT THE W. T. ALEXANDER HOUSE. AND THAT MR. TURNER, PROJECT MANAGER, INVESTIGATE THE IMPACT THE RENOVATION OF THE W. T. ALEXANDER HOUSE WOULD HAVE ON TENANTS. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

a.  Properties on which Emily and Laura Ramsey shall prepare Survey and Research Reports.

The Survey Committee considered the properties for which it would recommend to have Survey and Research Reports prepared by Emily and Laura Ramsey by the end of January 2002.  The Survey Committee approved the following motion.

MS. BOS PRESENTED A MOTION SECONDED BY DR. MATTSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE WASHAM FARM (15715 DAVIDSON-CONCORD ROAD), BRADFORD HOUSE & STORE (15908 DAVIDSON-CONCORD ROAD), LEE HOUSE (3714 COUNTRY RIDGE ROAD, CHARLOTTE, N. C.) & FORMER GRAND THEATRE (333 BEATTIES FORD RD., CHARLOTTE, N. C.) ON THE HLC’S CURRENT STUDY LIST BE FUNDED FOR SURVEY & RESEARCH REPORTS TO BE PREPARED BY EMILY RAMSEY & LAURA RAMSEY DURING THE JANUARY 2002. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve the motion as presented.

b.  Placement of Douglas Airport Hangar on Study List.

The Survey Committee approved the following motion.

MR. MISENHEIMER PRESENTED A MOTION SECONDED BY MR. BROOKS THAT THE ORIGINAL HANGAR AT BEN E. DOUGLAS INTERNATIONAL AIRPORT, 4108 AIRPORT DRIVE, BE PLACED ON THE HLC’S STUDY LIST. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve the motion as presented.

c.  Removal of the Smithfield Rosenwald School from the Study List.

The Survey Committee took note that inappropriate alterations have greatly reduced the historic integrity of the Smithfield Rosenwald School in Cornelius since this photograph was taken in September 1999.  The Survey Committee approved the following motion.

MS. RICHARDSON PRESENTED A MOTION SECONDED BY MS. BOS TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE SMITHFIELD ROSENWALD SCHOOL, 19412 SOUTH HILL STREET, CORNELIUS, N. C., BE REMOVED FROM THE HLC’S CURRENT STUDY LIST. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve the motion as presented.

d.  Placement of properties on the Inventory List. 

Goldstein House

The Survey Committee considered properties for placement on the Inventory List.  Except for the Goldstein House, all properties recommended are on the list of National Register properties produced by the Post World War II Survey conducted for the Commission.  Click here to see list.  The Committee approved the following motion regarding this matter.
