Historic Properties Properties For Sale About The Commission Browse By Topic Local History Links Home Page

 

The Historic Landmarks Commission will meet next on December 10, 2007, in its offices in the Ratcliffe-Otterbourg House at 2100 Randolph Road, Charlotte, N.C.  The meeting shall commence at 6:00 p.m.  Anyone needing assistance should contact the Historic Landmarks Commission beforehand at 704-376-9115.

3.  Public Hearings on Prospective Historic Landmarks.  You will conduct a public hearing on the prospective designation of the following properties.  After the public hearing you will vote to recommend or not recommend any of the three properties for historic landmark designation.

A. Dr. Elmer H. Garinger High School is located at  1100 Eastway Drive in Charlotte, N.C.  Click here for Survey and Research Report.

Please note that the Public Hearings for the above properties are scheduled to be held by the  Charlotte  City Council on December 17, 2007, at 3:00 p.m. at the Government Center.  If the Commission's vote is not affirmative, the hearings will be canceled.

A. Consideration of an Application For A Certificate of Appropriateness for the Century Building (412 W. Trade St., Charlotte).

The Committee passed the following motion.

DR. MATTSON PRESENTED A MOTION SECONDED BY MR. ALSOP TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE PROPOSED PLANS FOR A NEW STOREFRONT ENTRANCE AND DOORWAY FOR THE CENTURY BUILDING, 412 WEST TRADE STREET, CHARLOTTE, N. C., BE CONCEPTUALLY APPROVED WITH THE UNDERSTANDING THAT THE APPLICANT WILL CONTINUE TO SEEK A HISTORIC PHOTOGRAPH SHOWING THE ORIGINAL STYLE AND DIMENSIONS. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Since the meeting, the applicant has provided a historic photograph that demonstrates that the Gateway Building had separate entrances in the storefront bays.

B.  The Committee received an explanation from the Assistant City Attorney regarding the Commission's ability to prevent demolition by neglect.  The Committee instructed staff to work with the Assistant City Attorney to gain additional information about what other municipalities in North Carolina are doing with respect to this issue.

A.  Consideration of Properties for placement on the Study List.

     1. Queens Terrace Apartments, 1300 Queens Road

MR. NORMAN PRESENTED A MOTION SECONDED BY DR. MATTSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE QUEENS TERRACE APARTMENTS, 1300 QUEENS ROAD, CHARLOTTE, N. C., BE PLACED ON THE HLC’S STUDY LIST. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

B. Consideration of Survey and Research Reports.

The Survey Committee reviewed and recommended for historic landmark designation the following properties.   These properties will come to the full Commission in the near future.   These items are brought to you for information only.  You will take action on the recommendations which shall occur at a public hearing that will occur after a comment has been received on each of the prospective designations from the North Carolina Division of Archives and History.

C.  Modernist Priority List

Click here to see a report outlining the Commissions efforts to move ahead with the designation of Modernist architecture.

The Committee reached a consensus that the following Modernist properties should be placed on the Study List: Radio Center, 7th Street Cleaners, Stonewall St. Commercial Building, Modernist Myers Park House on Chilton Place,  and the Berkely Jackson Building.  A motion at the meeting will be required.

MR. NORMAN PRESENTED A MOTION SECONDED BY MR. CAMPBELL TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE CHARLOTTE COLISEUM ON INDEPENDENCE BOULEVARD, OVENS AUDITORIUM, THE SECOND WARD GYMNASIUM AND THE SHIRLEY AND SOLOMON LEVINE HOUSE ALL BE PRESENTED TO CHARLOTTE CITY COUNCIL AT THE SAME TIME FOR CONSIDERATION FOR HISTORIC LANDMARK DESIGNATION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Consideration of the Hyde Park houses will await the completion of a survey on the neighborhood by Brandon Lundsford, a UNCC graduate student.

D.  The Commission has had requests from the public to investigate the following properties to determine if they have the requisite special significance for landmark status.  The Survey Committee instructed Staff to visit the properties.

     II.  Long Creek Elementary School Buildings
