The Historic Landmarks Commission will meet next on August 14, 2006, in its offices in the Ratcliffe-Otterbourg House at 2100 Randolph Road, Charlotte, N.C.  The meeting shall commence at 6:00 p.m.  Anyone needing assistance should contact the Historic Landmarks Commission beforehand at 704-376-9115.

Action Items. 

a.  Approval of Consultant Fee for Mary Dominick.  Mary Dominick, a UNCC student who took my undergraduate historic preservation course, is scheduled to work 5 hours per week assisting with basic office administrative matters, assisting with special projects, Design Review administration, and Survey.  She will be paid $11 per hour.

STAFF RECOMMENDATION:  MAKE AND PASS A MOTION APPROVING THE HOURLY PAY FOR MARY DOMINICK UNTIL JUNE 30, 2007.

b.  Leigh Polzella is under contract to purchase the S. W. Davis House in the Croft Community.  The Historic Landmarks Commission has a right of first refusal to purchase the property. 

Staff has visited the house and has determined that the house has been well maintained.  Also, the prospective buyers have evidenced a strong commitment to historic preservation and understand the preservation covenants that have been placed on the property.

STAFF RECOMMENDATION:  MAKE AND PASS A MOTION WAIVING THE COMMISSION'S RIGHT OF FIRST REFUSAL TO PURCHASE THE PROPERTY.

3.  Survey Committee Matters.

a.    Consideration of the Survey and Research Report on the Massey-Clark House (Matthews, N.C.)  Click Here For Survey and Research Report.

The Town of Matthews is developing a preservation strategy for the house and sees landmark designation as an important aspect of that process.  Staff believes that the Massey-Clark House does meet the requisite requirements for historic landmark designation.

STAFF RECOMMENDATION:  MAKE AND PASS A MOTION RECOMMENDING THAT THE MASSEY-CLARK HOUSE BE RECOMMENDED FOR HISTORIC LANDMARK DESIGNATION.

b.    Consideration of the expansion of the boundaries of the White Oak Plantation.

The Historic Landmarks Commission is considering the purchase of the remaining portions of White Oak Plantation.  Property must have historic landmark designation in order for the Commission to purchase it.  Staff believes that the remaining portions of the property to meet the requisite requirements for historic landmark designation.

STAFF RECOMMENDATION:  MAKE AND PASS A MOTION RECOMMENDING THAT THE BOUNDARIES OF WHITE OAK PLANTATION AS DEFINED IN THE GOVERNING ORDINANCE BE EXPANDED TO INCLUDE THE SPECIFIED PORTIONS OF THE PROPERTY.

4.  Projects Committee Matters.

The Projects Committee will meet immediately before the HLC meeting.  Consequently, these matters contain no staff recommendation.

a.  Consideration of Contract to Purchase White Oak Plantation. (Executive Session)

b.  Consideration of Contracts to Sell portions of the Charlotte Cotton Mills. ( Executive Session)

c.  Wearn House.  Consideration of extension of the examination period on the Richard Wearn House. 

d.  N. S.  Alexander House.  Discussion of a listing agreement on the N. S. Alexander House once purchased. Discussion of Rezoning Petition.

e.  Grand Theater.  Consideration of a listing agreement on the Grand Theater with Global Crossing Realtor.
