A. Consideration of Proposals for the Johnston and Mecklenburg Mills

The City of Charlotte has required that all proposals for the rehabilitation of the Johnston and Mecklenburg Mills in North Charlotte be reviewed by the Charlotte-Mecklenburg Historic Landmarks Commission.  The Design Review Committee at its June 2007 meeting did evaluate proposals to determine whether in its judgment the proposed developments would be appropriate in terms of protection of historic elements.  The following motion was passed at that meeting and constitutes the judgment of the Design Review Committee, which was authorized to act for the Historic Landmarks Commission in this matter.  Also set forth below are the principles the Design Review Committee used in making its judgment.

Guiding Principles

1) Any infill structures should be compatible in terms of massing and materials to the existing structures on the site.

2) The Mecklenburg Mill and the Johnson Mill should be preserved in their entirety, including the retention of the interior framing, ceiling and floor systems to the fullest extent feasible in terms of structural integrity.

3) The cotton warehouse/pavilion building should be preserved unless property boundary issues make the preservation of the building impossible.

4) The former dwelling on the property should be preserved in place with the understanding that it could be moved and sensitively placed on site at some future date.

MR. WEIS PRESENTED A MOTION SECONDED BY MR. SHURLEY TO RECOMMEND APPROVAL OF THE CONCEPTUAL DESIGN PLANS FOR THE MECKLENBURG MILL AND THE JOHNSON MILL LOCATED AT THE INTERSECTION OF EAST 36TH STREET AND NORTH DAVIDSON STREET, CHARLOTTE, N. C., AS PRESENTED BY TUSCAN DEVELOPMENT, WINTER PROPERTIES AND ATLANTIC PROPERTIES AND TO OPPOSE THE PLAN PRESENTED BY THE CONFORMITY CORPORATION. COMMITTEE MEMBERS PRESENT APPROVED THE MOTION WITH MR. NORMAN AND MS. JOHNSON ABSTAINING IN THE VOTE.

Staff Recommendation:  Receive this matter for information only.

B. Certificate of Appropriateness Application for the Grinnell/General Fire Extinguisher Company Complex located at 1431 West Morehead Street in Charlotte

The applicant is requesting approval of a plan that would involve an addition to the rear of the building, and a new glass and steel foyer/corridor that would be attached to the west side elevation

The Design Review Committee approved the following motion:

MR. SHURLEY PRESENTED A MOTION SECONDED BY MR. WEIS TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION AT ITS AUGUST 13, 2007, MEETING THAT THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR THE GRINNELL/GENERAL FIRE EXTINGUISHER COMPANY COMPLEX, 1431 WEST MOREHEAD STREET, CHARLOTTE, N. C., BE ACCEPTED AS PRESENTED. ALL THE COMMITTEE PRESENT APPROVED THE MOTION EXCEPT FOR MR. NORMAN AND DR. MATTSON WHO OPPOSED THE MOTION.

Staff Recommendation:  Approve the recommendation of the Design Review Committee.

C. Robinson House, 8716 Steele Creek Road

The owner of the house is submitting a request for permission to demolish the house. A copy of the owner's letter will be distributed at the meeting. The Landmarks Commission can not deny the issuance of a Certificate of Appropriateness, but it can vote to delay the effective date of the certificate for 365 days.  A Certificate of Appropriateness for demolition with a one-year delay was issued on May 16, 2001.  As with all Certificates of Appropriateness, it was valid for only six months after the one-year delay.  The owner did not demolish the structure during this six-month period and therefore the original Certificate of Appropriateness expired.

The Design Review Committee approved the following motion:

DR. MATTSON PRESENTED A MOTION SECONDED BY MR. NORMAN TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION ON AUGUST 13, 2007, THAT A CERTIFICATE OF APPROPRIATENESS FOR DEMOLITION BE ISSUED FOR THE ROBINSON HOUSE, 8716 STEELE CREEK ROAD, CHARLOTTE, N. C., DELAYING THE EFFECTIVE DATE 365 DAYS. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve the recommendation of the Design Review Committee. 

4.  Projects Committee Matters.  The Commission has approximately $2.8 million currently available to purchase endangered historic landmarks.

    A.  Piedmont and Northern Thrift Depot.

 Staff believes that the Thrift Piedmont and Northern Station has a property of highest historic significance in Mecklenburg County.  It is the only P&N building surviving in Mecklenburg County.  Patricia Nystrom is investigating the approximate cost of a Brownfield Agreement, which would preclude certain uses of the property but that would enable the property to be developed.  The prospect of making an offer for the property will be presented to the Projects Committee at its next meeting and should come before the Commission at its September meeting.

   B.  McElroy House.

The owner of the McElroy House on Beatties Ford Road will be putting the house and approximately 15 acres of land up for sale.  Staff  obtained an appraisal on the property and will be discussing with the Projects Committee whether it will recommend that the Commission make an offer on the property.  This matter should come before the Commission at its September meeting.

    C.  Pineville Commercial Block.

 Staff has contacted the Town Manager of Pineville to assist in arranging a meeting with the owners of properties in the commercial core of Pineville to determine if any might be interested in selling their property.  Staff believes that the preservation of the downtowns of the outlying towns in Mecklenburg County is a preservation issue of high priority.

    D.  McAuley House.

 Staff continues to work on the relocation and stabilization of the McAuley House.  The survey of the site has been completed, and the property has been approved for septic.  Staff is working with a contractor to develop an estimate for the rehabilitation costs, so the money can be recognized by the County.  A minor subdivision of the property to delineate a three-acre site for the house is being processed by the Town of Huntersville. Stewart Gray is Project Manager.

     E.  Rozzel House.

Linda Kidd, realtor, continues to show the property.  Stewart Gray is Project Manager.

     F.  White Oak Plantation. 

 Staff will be recommending to the White Oak Plantation Committee that at the expiration of the current lease the lease arrangement be changed so that the only one living on the property will be a caretaker in the log house behind the main house.  T. R. Lawing continues to show the tenant house and has secured a commitment to rent subject to the actual signing of a lease.  The front gate to the property has been damaged and is being repaired. Cleanup of the swimming pool continues.  Stewart Gray is Project Manager.

     G.  Grier-Rea House. 

Staff continues to work on completing the renovation of the Grier-Rea House.  Meetings with the contractor have occurred to discuss the issue of outstanding payments and the amount of work that still has to be done.  The rezoning of the property is moving forward.  A site plan will be developed in the near future showing how the property could be used for offices.  Bryan Turner is Project Manager.

H.  Sidney and Ethel Grier House. 

Staff continues to work on completing the renovation of the Sidney and Ethel Grier House.  Staff hopes to be starting the kitchen and bathroom upfits this week. Bryan Turner is Project Manager.

4.  Survey Committee Matters.

At its May meeting the Commission passed the following motion.

MR. WEIS PRESENTED A MOTION SECONDED BY MR. NEWMAN TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE EXTERIOR OF THE BUILDINGS AND THE GROUNDS AT THE CHARLES H. AND BESS SMITH HOUSE, 220 WEST TENTH ST., CHARLOTTE, N.C.,  BE PROCESSED FOR HISTORIC LANDMARK DESIGNATION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION. 

Staff Recommendation:  Approve the recommendation of the Survey Committee.

B.  The Big Rock (South Mecklenburg)

    

  The Thornhill Neighborhood Association has asked that the Big Rock be considered for designation as a historic landmark and that the Commission fund the Survey and Research Report.  This request will be considered by the Survey Committee at its next meeting.

C.  The Ranson House (Huntersville)

The Survey Committee will be considering the Survey and Research Report on this property at its next meeting.

D.  First National Bank Building (Charlotte)

The Survey Committee will be considering the Survey and Research Report on this property at its next meeting.
