The Historic Landmarks Commission will meet next on September 11, 2006, in its offices in the Ratcliffe-Otterbourg House at 2100 Randolph Road, Charlotte, N.C.  The meeting shall commence at 6:00 p.m.  Anyone needing assistance should contact the Historic Landmarks Commission beforehand at 704-376-9115.

 3.  Projects Committee Matters

 A.  Grace AME Zion Church.  

Repair work is about to begin on the roof.  A contractor has also agreed to put protective lexan sheets over the stained-glass windows. 

 B.  Sidney and Ethel Grier House.  

Money has been recognized from the Revolving Fund to complete bathrooms and install floor  covering in the house.  A contractor, Robert Schmidt, has agreed to do the work, which should start immediately.  

 C. Grier-Rea House.  

Building inspectors will not give the project a Certificate of Occupancy until more work has been done in the bathrooms, and in the area of electrical fixtures.  The estimated cost of this additional work is $30,000.  Staff suggests that the Commission vote to commit these additional funds to the project so that the house will become more marketable.

 D. Grand Theater.  Anthony Lindsay from Global Crossing Reality is now the agent for the property.

4.  Survey Committee Matters.  Click Here For Survey Committee Minutes.

A.  Coffee Cup Soda Grill.  The owner has expressed opposition to designation.  The occupant is requesting designation.

MR. NEWMAN PRESENTED A MOTION SECONDED BY MR. WEIS TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT IT PAY FOR A SURVEY AND RESEARCH REPORT FOR THE COFFEE CUP RESTAURANT, 914 SOUTH CLARKSON STREET, CHARLOTTE, N. C. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve motion as presented.

B.  Gasoline Stations.  For photographs of all stations click here.

DR. MATTSON PRESENTED A MOTION SECONDED BY MR. NEWMAN TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE ATTITUDES OF THE OWNERS, REGARDING HISTORIC DESIGNATION OF THE PRESENTED NOTEWORTHY GAS STATIONS, BE OBTAINED. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve motion as presented.

C.  General Motors "New Look" Buses.  These buses are owned by the Historic Landmarks Commission.

MR. NORMAN PRESENTED A MOTION SECONDED BY DR. MATTSON TO RECOMMEND TO THE HLC THAT IT FUND A SURVEY AND RESEARCH REPORT FOR ITS FISHBOWL BUSES. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve motion as presented.

D.  Ada Jenkins School.  The tenant is requesting designation.

DR. MATTSON PRESENTED A MOTION SECONDED BY MR. NEWMAN TO RECOMMEND TO THE HLC THAT THE ADA JENKINS SCHOOL, 312 GAMBLE STREET, DAVIDSON, N. C., BE PLACED ON THE HLC’S STUDY LIST AND THAT THE HLC PAY FOR THE SURVEY AND RESEARCH REPORT. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve motion as presented.

E.  Lawing House.  The owner is requesting designation.

MR. WEIS PRESENTED A MOTION SECONDED BY DR. MATTSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE LAWING HOUSE, NECK ROAD, HUNTERSVILLE, BE PLACED ON THE HLC’S STUDY LIST AND THAT THE HLC PAY FOR A SURVEY AND RESEARCH REPORT. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve motion as presented.

F.  Pineville Properties.

MR. WEIS PRESENTED A MOTION SECONDED BY MR. NORMAN TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE PROPERTIES (EXTERIOR AND LAND ASSOCIATED WITH EACH PROPERTY), 312-330 MAIN STREET, PINEVILLE, N.C., BE PROCESSED FOR HISTORIC LANDMARK DESIGNATION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve motion as presented.

G.  The City House.  

The State Historic Preservation Office found several problems with the Survey and Research Report on the house.  A consultant worked to rectify the problems with the report, and staff feels that the revisions effectively address the State's concerns.  The Commission has already voted to recommend to Charlotte City Council that the property be designated as a historic landmark.  

Staff Recommendation: Make a motion to proceed with the designation process.
