The Historic Landmarks Commission will meet next on April 11, 2005, in its offices in the Ratcliffe-Otterbourg House at 2100 Randolph Road in Charlotte, N.C.  The meeting shall commence at 6p.m.  Anyone requiring special assistance should contact the Commission beforehand at 704-376-9115.

a.  Consideration of an Application For A Certificate Of Appropriateness For The Chairman Blake House.

The Applicant proposes to construct a garage/apartment (click here for plans) at the rear of the lot.  Staff expressed concerns about the compatibility of the size of the garage/apartment with that of the house itself. 

MR. BENSON OFFERED A MOTION SECONDED BY MR. BOOKOUT TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE APPLICATION FOR THE CHAIRMAN BLAKE HOUSE, 318 CHAIRMAN BLAKE LANE, DAVIDSON, N. C., BE APPROVED AS PRESENTED, WITH THE CONDITION THAT THE APPLICANT TAKE SOME MEASURE TO MITIGATE THE IMPACT OF THE HEIGHT OF THE PROPOSED GARAGE/APARTMENT AND TO DEVELOP WITH HLC STAFF DESIGN SOLUTIONS FOR THIS ISSUE FOR PRESENTATION TO THE HLC AT ITS APRIL 11TH MEETING. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

DR. MATTSON PRESENTED A MOTION SECONDED BY MR. BENSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE ROWLAND CLAY HOUSE, 606 EAST CHARLES STREET,  MATTHEWS, N. C. (INTERIOR, EXTERIOR AND LOT ON WHICH THE HOUSE SITS) BE PROCESSED FOR HISTORIC DESIGNATION SUBJECT TO HLC STAFF’S SECURING PHOTOGRAPHS OF THE INTERIOR OF THE HOUSE.  THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve Motion As Presented.

MR. BENSON PRESENTED A MOTION SECONDED BY DR. MATTSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE TORRENCE LYTLE SCHOOL (1937 ORIGINAL BUILDING AND THE TWO 1957 MODERN STYLE ADDITIONS AND AN AMOUNT OF LAND NECESSARY TO INSURE THE INTEGRITY OF THE STRUCTURES), 302 HOLBROOKS ROAD, HUNTERSVILLE, N.C., BE PROCESSED FOR HISTORIC DESIGNATION.  THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

DR. MATTSON PRESENTED A MOTION SECONDED BY MR. BENSON THAT THE MCLAUGHLIN-BOST HOUSE (EXTERIOR AND 1 ½ ACRES OF LAND), 415 WEST JOHN STREET, MATTHEWS, N. C., BE PROCESSED FOR HISTORIC DESIGNATION.  THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve Motion As Presented.

Special Note:  This item will not be voted on until the May meeting of the Commission.

d.  Mt. Moriah Church.  The Church has requested that its own history be included in the statement of significance.  It in its early history the church was occupied by West Avenue Presbyterian Church.

DR. MATTTSON PRESENTED A MOTION SECONDED BY MR. BENSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT KUP TO $500.00 BE SPENT FOR RESEARCH ON THE MOUNT MORIAH CHURCH (FORMER WEST AVENUE PRESBYTERIAN CHURCH) AT THE CORNER OF WEST TRADE STREET AND CEDAR STREET, CHARLOTTE, N.C.  THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

a.  W. T. Alexander Property.

MR. SMITH PRESENTED A MOTION SECONDED BY MS. NORMAN THAT THE COMMITTEE RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT IT AUTHORIZE PAYMENT OF A RESIDENTIAL UTILITY TAP FEE FOR THE W. T. ALEXANDER PROPERTY WITH THE UNDERSTANDING THAT THE COST WILL BE RECOVERED AS PART OF THE OVERALL PURCHASE OF THE PROPERTY. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve Motion As Presented.

b.  Grace A.M.E. Zion Church.

The Committee agreed in executive session to recommend to the Historic Landmarks Commission that it enter into a contract to purchase Grace A.M.E. Zion Church, 219-223 S. Brevard Street, Charlotte, N. C.,  in accordance with the terms set forth in the Historic Landmarks Commission's option on the property.

Staff Recommendation:  Enter into contract to purchase the property.
