The Historic Landmarks Commission will meet next on April 14, 2003 in the Ratcliffe Otterbourg House at 2100 Randolph Road in Charlotte, N.C. The meeting shall commence at 6 p.m. 1. A. May 1st Event. The Historic Landmarks Commission will be sponsoring an event on May 1st to make public officials more aware of the activities of the Historic Landmarks Commission. The Education Committee is asking the Commission to pay up to $500 for the printing and mailing of invitations. MR. SULLIVAN MOVED AND MS. RICHARDSON SECONDED A MOTION TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT IT AUTHORIZE THE EXPENDITURE OF UP TO $500 TO PRINT AND MAIL INVITATIONS TO THE EVENT FOR PUBLIC OFFICIALS ON MAY FIRST. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION. Staff Recommendation: Approve the motion as presented. 4. Projects Committee Items. Click here for minutes. A. Highland Park Manufacturing Company Mill No. 3. Winter Properties has a contract on the Highland Manufacturing Company Mill No. 3 and is seeking the assistance of the Historic Landmarks Commission to allow the project to move forward.
MR. KLUTTZ PRESENTED A MOTION SECONDED BY MR. MISENHEIMER TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT DR. MORRILL AND ATTORNEY PATRICIA NYSTROM INVESTIGATE THE FEASIBILITY OF THE HLC’S POSSIBLE FINANCIAL INVOLVEMENT IN THE HIGHLAND MILL #3 PROJECT AND TO MAKE A RECOMMENDATION TO THE PROJECTS COMMITTEE AT ITS MAY MEETING. THE COMMITTEE APPROVED THE MOTION AS FOLLOWS: ABSTAIN: MS. JOHNSON-GESS, MR. NORMAN (BOTH RECUSED THEMSELVES FROM THE VOTE) OPPOSE: NONE FAVOR: MR. PARKER, MS. BOS, MS. COX, MR. GEER, JR. KLUTTZ, MS. LEWIS, MR. MISENHEIMER. Staff Recommendation: Approve the motion as presented. B. Yandell House. The Executive Committee approved the submission of a contingency contract to purchase the Yandell House in Pineville, N.C. The owner has signed the contract. The Projects Committee is recommending that the HLC move forward with the purchase. This will require that the Commission go into executive session.
MR. MISENHEIMER PRESENTED A MOTION SECONDED BY MR. PARKER TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE HLC PURCHASE THE YANDELL HOUSE ON MAIN STREET IN PINEVILLE, N. C. SUBJECT TO DUE DILIGENCE AND APPRAISAL AND APPROVAL BY THE BOARD OF COUNTY COMMISSIONERS. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION. Staff Recommendation: Approve the motion as presented. C. Transfer Of Ownership Of Streetcar 85. The Commission voted at its March meeting to have Patricia Nystrom prepare a contract with appropriate safeguards to the end that ownership of Streetcar 85 can be transferred to Charlotte Trolley, Inc. The Projects Committee discussed this matter and agreed that among the items for the Commission to consider are CATS'S attitudes about the issue of ownership if CATS spends money to restore Streetcar 85. Here is the motion approved by the HLC at its March Meeting. THE PROJECTS COMMITTEE PRESENTED A SECONDED MOTION THAT THE HISTORIC LANDMARKS COMMISSION SELL TROLLEY #85 TO CHARLOTTE TROLLEY, INC., CONTINGENT UPON THE HLC’S APPROVING AN ACCEPTABLE CONTRACT, WHICH WILL BE PREPARED BY ATTORNEY PATRICIA NYSTROM, FOR THE PROPOSED SALE. THE COMMISSION UNANIMOUSLY APPROVED THE MOTION.
Staff Recommendation: Staff has discussed this issue with Ron Tober. He is asking that the Commission not take final action on this issue until it becomes certain whether or not Federal money is going to be used to restore Streetcar 85 to full running order. Federal regulations require that CATS retain continuous control of the asset if Federal funds are used. Staff recommends that the Commission delay action until the outstanding issue of Federal funds becomes resolved. 5. Survey Committee items. A. Consideration of the Survey and Research Report on the South 21 Curb-side Restaurant. The owners of the subject property have expressed concern about the prospective designation of the property as a historic landmark. The Commission voted to delay its consideration of this matter until the April meeting, so that the owners could have an opportunity to appear before the Commission. The owners have been notified. Staff Recommendation: Hear update on owner's attitude and take appropriate action. B. Washam Farm. The Commission has been working with the owners of the property to get their support for the designation of a portion of the property as a historic landmark. At its March meeting, the HLC delayed its consideration of the subject property so the owner would have adequate time to respond to the prospect for designation. The owner has been notified about this meeting and has made no statements with regard to the prospect of designation.
Staff Recommendation: Hear statement of owner's attitude and take appropriate action. D. Consideration of Status of East Trade St. Buildings at the Site of the New Uptown Arena. The City of Charlotte Engineering Department continues to gather information about the feasibility of saving all or some portion of the affected buildings. Staff Recommendation: Await information for City Engineering Department. E. Update on the designation of the Carolina Theater as a Historic Landmark. Click here to read the Survey and Research Report. The Historic Landmarks Commission has been pursuing historic designation of the main portion of the Carolina Theater for months. The City owns the building and advised the Commission that designation of the property at this time is premature. We were advised to meet with officials of the Arts and Science Council. Ms. Cox and I did last fall and were advised that a study would be forthcoming this year on additional cultural facilities in Charlotte-Mecklenburg and that any action on designation should await the completion of that study. According to the newspaper, the consultant will advise that the Carolina Theater is outdated as a cultural facility and should not be used as such. There are groups and individuals in the community who are dedicated to the preservation of the Carolina Theater.
Staff Recommendation: Direct staff to establish dialogue with the Arts and Science Council about the status of the building.
