Hiring of Seller's Agents for Historic Landmarks Projects.
MR. PARKER PRESENTED A MOTION SECONDED BY MR. MISENHEIMER TO RECOMMEND
TO THE HISTORIC LANDMARKS COMMISSION THAT MR. BRYAN TURNER AND DR. DAN
MORRILL BE AUTHORIZED TO SELECT SELLERS’ AGENTS OF REAL PROPERTY ON BEHALF
OF THE HISTORIC LANDMARKS COMMISSION. THE COMMITTEE UNANIMOUSLY APPROVED THE
MOTION. Staff recommendation: Approve motion
as presented.
b. Inviting of
Attorney to Projects Committee Meetings.
MS. GRAY PRESENTED A MOTION SECONDED BY MS. COX TO RECOMMEND TO THE
HISTORIC LANDMARKS COMMISSION THAT ATTORNEY PATRICIA NYSTROM BE INVITED TO
ATTEND THE PROJECTS COMMITTEE MEETINGS FOR A FEE OF $300.00 FOR EACH MEETING
ATTENDED AND THAT HER FEES ARE TO BE PAID AS PROJECT COSTS FROM THE PROJECTS
DISCUSSED AT THE MEETING. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.
Staff recommendation: Approve motion as presented.
c. Purchase of
Trolley Barn.

The Historic Landmarks Commission has voted to
proceed with purchase of the Southern Public Utilities Streetcar Barn with
Land Bond funds contingent upon a commitment from the City to renovate the
building as the home of Charlotte's vintage streetcar system. The
following motion was passed in January 2002.
MR. HIRSCH PRESENTED A MOTION SECONDED BY MR. MISENHEIMER
THAT THE HISTORIC LANDMARKS COMMISSION REQUEST THAT THE BOARD OF COUNTY
COMMISSIONERS ADVANCE $1.428 MILLION FROM LAND BAND MONEY TO ENABLE THE HLC
TO ACQUIRE THE SOUTHERN PUBLIC UTILITIES CARBARN (FORMER) AT 1424 SOUTH
BOULEVARD IN CHARLOTTE, N.C., BEING MORE SPECIFICALLY THE PARCEL OF LAND AND
IMPROVEMENTS BEING OFFERED BY PAPPAS PROPERTIES, INC., WITH THE STIPULATION
THAT THE HLC, IF NECESSARY, WILL USE PROCEEDS FROM THE SALE OF REVOLVING
FUND PROJECTS TO REPAY THE FULL AMOUNT OF LAND BANK MONEY ADVANCED TO THE
HLC. SUCH ACQUISITION WOULD BE CONTINGENT UPON THE CITY’S PAYING THE TOTAL
COST OF RENOVATING THE BUILDING AND PERFORMING THE SITE IMPROVEMENTS,
INCLUDING NECESSARY PARKING, TO ALLOW THE BUILDING TO BECOME THE CARBARN FOR
CHARLOTTE’S VINTAGE TROLLEY LINE. THE COMMISSION APPROVED THE MOTION WITH
MR. PARKER VOTING IN THE NEGATIVE.
The HLC
Staff has received a letter from Ron Tober of CATS in which he states that
CATS Staff will recommend the use of transit sales tax money to purchase the
carbarn from the Commission and renovate it after July 1, 2003. CATS's
recommendation must be approved by the Metropolitan Transit Commission, the
Charlotte City Council, and the Board of County Commissioners. Such
approvals cannot be made until the first half of 2003. The issue
before the Historic Landmarks Commission is whether CATS's commitment
is sufficient to allow the HLC to finalize a contract with Crescent
Resources and Pappas Properties to purchase the building? Pappas
Properties and Crescent Resources are most anxious that the HLC purchase the
building, so that a preservation plan can be put in motion.

Staff recommendation: direct Attorney Patricia Nystrom to initiate
meetings between the HLC, CATS, Charlotte Trolley, Pappas Properties, and
Crescent Resources, to finalize a contract for presentation to the HLC for
its approval.

Consideration of Proposals to Purchase the Palmer Fire School property.

The Historic Landmarks Commission
has received 5 proposals from parties wishing to purchase the Palmer Fire
School Property. The Projects Committee reviewed the proposals at its
meeting on August 5th and will be making a recommendation to the Commission
at its August 12th Meeting.
