MESENHEIMER TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR INDEPENDENCE PARK, 1418 ARMORY DRIVE, CHARLOTTE, N.C., BE APPROVED AS APPLIED FOR. MS. COX PRESENTED A MOTION SECONDED BY MR. BOOKOUT TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE VEHICULAR CONNECTION FOR THE PARKS-CRAMER COMPANY COMPLEX BE APPROVED AS PROPOSED. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION. Staff Recommendation: Approve the motion as presented. MS. COX PRESENTED A MOTION SECONDED BY MR. WALDEN TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE TROLLEY CORRIDOR LANDSCAPE IMPROVEMENTS FOR THE PARKS-CRAMER COMPANY COMPLEX BE APPROVED AS PRESENTED. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION. Staff Recommendation: Approve the motion as presented. MS. COX PRESENTED A MOTION SECONDED BY MR. BOOKOUT TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT 1) THE PROPOSED FREESTANDING ARCHWAY AT THE ALLEY ENTRANCE BE APPROVED AND 2) THAT THE PROPOSED FAUX DOOR OR WHATEVER ORNAMENTAL ELEMENTS MIGHT BE PLACED AT THE NORTHERN OR TREMONT AVENUE FACADE OF THE FORMER PIPE SHED BUILDING OF THE PARKS CRAMER COMPANY COMPLEX/ATHERTON MILL BE APPROVED AS FREE-STANDING STRUCTURES EXCEPT FOR WHATEVER BRACKETS MIGHT BE NEEDED TO STABILIZE SUCH ELEMENTS WITH THE UNDERSTANDING THAT SUCH BRACKETS WILL PENETRATE THE MORTAR JOINTS IN THE EXISTING BRICK WALL AND NOT THE BRICK ITSELF. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION. Staff Recommendation: Approve the motion as presented. The Applicant was instructed to submit a revised window design for the northern facade of the pipe shed building. The applicant has submitted a design and will be present to present it. The Survey Committee is recommending that the Mallard Creek Schoolhouse be processed for historic landmark designation. Click here to read Survey and Research Report. The Session of Mallard Creek Presbyterian Church has written a letter requesting that no action be taken regarding the processing of the subject property for historic landmark designation. Click here to read letter. Staff recommendation: suspend processing of property until owner changes its position. It is most unlikely that City Council would designate the property over the owner's opposition.
b. The Survey Committee is recommending that the Mecklenburg County Courthouse (former) be processed for historic landmark designation. Click here to read Survey and Research Report. Bobbie Shields, Assistant County Manager, will be present. The County supports the designation of the exterior of the building and the lawn extending from the front of the building to East Trade Street. Staff recommendation: proceed with the designation process for those portions of the property supported by the County.
c. The Survey Committee is recommending that Elmwood Cemetery be processed for historic landmark designation. Click here to read Survey and Research Report. The City will have someone present to express the City's position regarding this matter.

| d. Reconsideration of the designation of the Electric Supply and Equipment Company Building. The Commission has voted to recommend the designation of the Electric Supply and Equipment Company Building as a historic landmark (excluding the eastern facade of the building). Procedures of the Commission require the reconsideration of recommendations when the North Carolina Division of Archives and History does not comment favorably. The Division of Archives and History does not believe that the Electric Supply and Equipment Company satisfies the standards of individual significance, thereby rendering it unqualified for historic landmark status. COX TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT UNDER BRYAN TURNER’S SUPERVISION, A NON-RENT PAYING TENANT BE ISSUED A MONTH TO MONTH OCCUPANCY AGREEMENT FOR THE W. T. ALEXANDER GARAGE APARTMENT, 416 MALLARD CREEK CHURCH ROAD, MECKLENBURG COUNTY, N. C. WITH THE STIPULATION THAT THE TENANT WILL PAY ALL UTILITIES FOR THE APARTMENT AND MAKE REGULAR INSPECTIONS OF ALL OF THE W. T. ALEXANDER PROPERTY OWNED BY THE HLC AS SPECIFIED IN THE OCCUPANCY AGREEMENT. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION. Staff believes that having a tenant on the W. T. Alexander property will enhance security. Staff recommendation: Approve the motion as presented.
b. MR. GEER PRESENTED A MOTION SECONDED BY MS. RICHARDSON THAT UNDER BRYAN TURNER’S SUPERVISION, THE ONE-STORY RANCH STYLE HOUSE ON THE ROZZELL PROPERTY, 11647 ROZZELLES FERRY ROAD, MECKLENBURG COUNTY, N. C. BE RENTED FOR $400 MONTHLY AND THAT THE TWO-STORY CIRCA 1881 HOUSE ON THE PROPERTY BE LEASED AT NO CHARGE IN EXCHANGE FOR YARD SERVICE AND PAYMENT OF UTILITIES AND HOUSEHOLD EXPENSES BY THE TENANT. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION. Staff believes that having tenant on the Rozzell House property will enhance security. Staff recommendation: Approve the motion as presented.
c. MS. RICHARDSON PRESENTED A MOTION SECONDED BY MS. BOS TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT DONNY LUKE OF ASHEVILLE, ONE OF THE HLC’S PRE-APPROVED ARCHITECTS, BE APPROVED UNDER THE SUPERVISION OF BRYAN TURNER AND SUBJECT TO AGREEMENT BETEEN TURNER AND LUKE TO A MUTUALLY ACCEPTABLE FEE AS THE PROJECT ARCHITECT FOR THE ROZZELL HOUSE , 11647 ROZZELLES FERRY ROAD, MECKLENBURG COUNTY, N. C. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION. Staff recognizes that Donny Luke is on the list of pre-approved architects. Staff recommendation: Approve the motion as presented. d. MR. GEER PRESENTED A MOTION SECONDED BY MS. RICHARDSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT DISCUSSIONS WITH CRESCENT RESOURCES AND PAPPAS PROPERTIES ENSUE REGARDING THE CHARLOTTE TROLLEY BARN ON SOUTH BOULEVARD AND THAT A CONDITIONAL OFFER BE SUBMITTED BY THE HLC DEPENDENT ON ACQUISITION OF LAND BOND MONEY, PREFERABLY FOR THE ENTIRE TRACT OF THE FORMER TROLLEY BARN PROPERTY AND THAT CHARLOTTE TROLLEY, INC. BE CONTACTED ABOUT PROVIDING MONEY TO RESTORE AND RENOVATE THE BUILDING. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION. Staff recognizes that this is a most ambitious undertaking. However, in addition to saving a significant historic building, this project might allow the HLC to direct Land Bond money to the acquisition of a historic landmark for private purposes.
