COMMISSION THAT THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR
INDEPENDENCE PARK, 1418 ARMORY DRIVE, CHARLOTTE, N.C., BE APPROVED AS
APPLIED FOR. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

MS. COX PRESENTED A MOTION SECONDED BY MR. BOOKOUT TO RECOMMEND TO THE
HISTORIC LANDMARKS COMMISSION THAT THE VEHICULAR CONNECTION FOR THE
PARKS-CRAMER COMPANY COMPLEX BE APPROVED AS PROPOSED. THE COMMITTEE
UNANIMOUSLY APPROVED THE MOTION.
Staff Recommendation: Approve the motion as presented.
MS. COX PRESENTED A MOTION SECONDED BY MR. WALDEN TO RECOMMEND TO THE
HISTORIC LANDMARKS COMMISSION THAT THE TROLLEY CORRIDOR LANDSCAPE
IMPROVEMENTS FOR THE PARKS-CRAMER COMPANY COMPLEX BE APPROVED AS
PRESENTED. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.
Staff Recommendation: Approve

MS. COX PRESENTED A MOTION SECONDED BY MR. BOOKOUT TO RECOMMEND TO THE
HISTORIC LANDMARKS COMMISSION THAT 1) THE PROPOSED FREESTANDING ARCHWAY AT
THE ALLEY ENTRANCE BE APPROVED AND 2) THAT THE PROPOSED FAUX DOOR OR
WHATEVER ORNAMENTAL ELEMENTS MIGHT BE PLACED AT THE NORTHERN OR TREMONT
AVENUE FACADE OF THE FORMER PIPE SHED BUILDING OF THE PARKS CRAMER COMPANY
COMPLEX/ATHERTON MILL BE APPROVED AS FREE-STANDING STRUCTURES EXCEPT FOR
WHATEVER BRACKETS MIGHT BE NEEDED TO STABILIZE SUCH ELEMENTS WITH THE
UNDERSTANDING THAT SUCH BRACKETS WILL PENETRATE THE MORTAR JOINTS IN THE EXISTING
BRICK WALL AND NOT THE BRICK ITSELF. THE COMMITTEE UNANIMOUSLY APPROVED
THE MOTION.

The Applicant was instructed to
submit a revised window design for the northern facade of the pipe shed
building. The applicant has submitted a design and will be present

Approve the issuance of a Certificate of Appropriateness based upon the
updated version.
4. Survey Committee Matters. a. The Survey Committee is
recommending that the Mallard Creek Schoolhouse be processed for historic
landmark designation. Click here
to read Survey and Research Report. The Session of Mallard Creek
Presbyterian Church has written a letter requesting that no action be taken
regarding the processing of the subject property for historic landmark
designation. Click here to read
letter. Staff recommendation: suspend processing of property
until owner changes its position. It is most unlikely that City
Council would designate the property over the owner's opposition.

b. The Survey Committee is
recommending that the Mecklenburg County Courthouse (former) be processed
for historic landmark designation. Click
here to read Survey and Research Report. Bobbie Shields,
Assistant County Manager, will be present. The County supports the
designation of the exterior of the building and the lawn extending from the
front of the building to East Trade Street. Staff recommendation:
proceed with the designation process for those portions of the property
supported by the County.
c. The Survey
Committee is recommending that Elmwood Cemetery be processed for historic
landmark designation. Click here to

present to express the City's position regarding this matter.
