A.  Guiding Restoration Principles

MR. MISENHEIMER PRESENTED A MOTION SECONDED BY MS. JOHNSON-GESS TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE GUIDING RESTORATION PRINCIPLES BE APPROVED AS PROPOSED. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff recommendation:  Approve the motion as presented.

4.  Survey Committee Items.

The Survey Committee Meeting scheduled for December 5th was canceled due to an ice storm.  However, there is one piece of business that Deboah Cox will discuss with the Commission. 

A.  Expansion of Oehler-McAuley Historic Landmark

The Huntersville Town Board has directed the Commission to prepare a Survey and Research Report that will assess whether the entire 135.557-acre tract surrounding the Oehler and McAuley House meets the standards of special significance set forth for historic landmarks in State Statute.  The reason is that the Town Board of Huntersville would like to provide design review protection for the entire tract.  The Board is moving ahead with the designation of the c.5-acre tracts surrounding the Oehler House and the McAuley House.  I have made County staff aware of this request from the Town Board of Huntersville.

Staff recommendation:  direct staff to prepare the report and bring it before the Commission at the earliest possible date.

5.  Design Review Committee Items.

A.  Charlotte Cotton Mills

The only Certificate of Appropriateness Application involves  Phase II Renovations at the Charlotte Cotton Mills, which the Historic Landmarks Commission owns.  Consequently, the Design Review Committee did not meet to review this item.

Staff is seeking approval for the following items.  Removal or material alteration of historic fabric is minimal -- only that necessary to prepare the shell of the building for sale or lease.

A.  Floor Plan

New main hallway; interior stairs; restrooms on each level; rework of several areas of the interior face of the brick exterior wall; topping/leveling the first and second floors; repairs to the interior and exterior stucco elevator walls; all inderior doors and hardware; and the roof ladder.

B.  Elevations

New canopies; three new exterior doors; new exterior platform with stairs.

C.  New Roof Plan

HVAC equipment location and layout; HVAC screen walls; any and all vents; all penetrations to the roof, (i.e., curbs, gas lines, etc.)

D.  Structural Recommendations

Additional weight of the HVAC equipment; main interior corridor (to support the live load required by code); interior stair (modification of two bay structures to allow for the stairs).

Staff recommendation:  approve the issuance of a Certificate of Appropriateness.
