a.  Prospective Purchase of the Oakley House.

The Commission has received an offer from a prospective buyer of the Oakley House in Pineville.   As you know, the Commission bought this property and has retained MECA Properties to market it.  The offer will be discussed in executive session.

Staff Recommendation:  Go into executive session to consider the offer and take appropriate action.

b.  Prospective Purchase of the Jordan Farm.

The Historic Landmarks Commission entered into a contract with the owner to purchase the c. 28-acre Jordan Farm on Hus McGinnis Road contingent upon the Town of Huntersville matching the HLC's financial commitment.  The Town Board of Huntersville has voted not to participate in the project.  The Projects Committee has formulated a recommendation as to how the Commission should proceed.

Staff Recommendation:  Go into executive session to consider the offer and take appropriate action.

c.  Extension of Listing Agreements for the Grier-Rea House and the Sidney & Ethel Grier House.

Patricia Nystrom reported that the listing agreement with First Charlotte Properties has expired, and Catherine Browning requested that it be extended through May 30, 2005.  As HLC has previously authorized Bryan Turner, Dan Morrill and Pat Nystrom to handle the listing of properties, including execution of agreements:

MS. SMITH PRESENTED A MOTION SECONDED BY MR. NORMAN THAT ANY OF THEM (BRYAN TURNER, PAT NYSTROM AND DAN MORRILL) EXECUTE THE LISTING AGREEMENT EXTENSION THROUGH MAY 30, 2005. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve the motion as presented.

d.  Extension of Listing Agreements for the W. T. Alexander Plantation.

The Commission passed the following motion with respect to this matter.

MS. SMITH PRESENTED A MOTION SECONDED BY MR. NORMAN TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT MS. NYSTROM BE AUTHORIZED TO SIGN THE APPROPRIATE DOCUMENTS WITH MECA PROPERTIES TO EXTEND THE LISTING AGREEMENT THROUGH JUNE 30, 2004.

Staff Recommendation:  Approve the motion as presented.

e.  Retention of Walter Fields to represent the Commission's interest with respect to the rezoning of the W. T. Alexander Plantation.

The Commission passed the following motion with respect to this matter.

MS. SMITH PRESENTED A MOTION SECONDED BY MS. JOHNSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT MR. WALTER FIELDS BE RETAINED BY THE HLC FOR UP TO TEN HOURS TO REPRESENT THE COMMISSION’S INTERESTS IN THE REZONING OF THE W. T. ALEXANDER PLANTATION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve the motion as presented.

f.  Discussion of availability of additional parking spaces at the Charlotte Cotton Mills.

In Fourth Ward in uptown Charlotte, North Carolina, loft-style apartments with gated access. Skyline views, rooftop terrace pool and garden.

An issue has arisen with respect to the number of parking spaces that would be available to the Historic Landmarks Commission for purchase at the Charlotte Cotton Mills.  Peter Pappas and Wade Finger will be present to explain their understanding of the issue.

4.  Survey Committee Matters.

a.  Endangered Center City Properties.

At its meeting on October 11, 2004, the Historic Landmarks Commission approved an implementation strategy for the Center City Survey.  This implementation strategy included the processing of certain highly endangered properties for historic landmark designation.  Before taking the properties to City Council, staff will work with the City Manager's Office and the Planning Commission to explain the historic significance of the properties and to discuss how best to move forward with the designation process.   Staff has sent letters to all owners of the subject properties to solicit their attitudes about the prospect of designation.  These properties include:

Alpha Mill Village

Staff Recommendation:  No response has been received from the owner.  Staff recommends that the Alpha Mill Village be recommended for historic landmark designation.

Hovis Funeral Home

Staff Recommendation:  No response has been received from the owner.  Staff recommends that the Hovis Funeral Home be recommended for historic landmark designation.

Standard Oil Company Station

Staff Recommendation:  Staff and the Survey Committee have met with the owners.  The owners expressed no opposition to designation.  Staff recommends that the Standard Oil Company Station be recommended for historic landmark designation.

Home Finance Company Building

Staff Recommendation:  The owner has submitted a letter opposing historic landmark designation.  The Commission has approved principles which state that the Commission should be sensitive to the wishes of owners and that it should move forward with designation in the face of owner opposition only if there is a compelling reason to do so.  Staff believes that the Home Finance Company Building should be monitored for potential threats but that it should not be processed for historic landmark designation at this time.

Guthery Apartments

Staff Recommendation:  The owner has expressed opposition to historic landmark designation.  The Commission has approved principles which state that the Commission should be sensitive to the wishes of owners and that it should move forward with designation in the face of owner opposition only if there is a compelling reason to do so.  Staff believes that the Guthery Apartments should be monitored for potential threats but that it should not be processed for historic landmark designation at this time.

b.  Consideration of the Survey and Research Report on the J. Leonard Cashion Farm.  Click Here For Survey And Research Report.

The Survey Committee approved the following motion at its November 4th Meeting.

DR. MATTSON PRESENTED A MOTION SECONDED BY MR. ABERNETHY TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE J. LEONARD CASHION FARM, 10500 EASTFIELD ROAD, MECKLENBURG COUNTY, N. C., AND 1.45 ACRES OF LAND, SUBJECT TO INCLUSION OF ADDITIONAL LAND (TO BE DETERMINED BY HLC STAFF) TO PROTECT HISTORIC OUTBUILDINGS, BE PROCESSED FOR HISTORIC DESIGNATION.  THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Staff recommends that a vote on the issue of recommending the subject property for historic landmark designation be postponed until the January 2005 meeting of the Historic Landmarks Commission, so the family can come to an agreement regarding its attitude toward the prospect of designation.
