The Historic Landmarks Commission will meet next on December 12, 2005, in its offices in the Ratcliffe-Otterbourg House at 2100 Randolph Road, Charlotte, N.C.  The meeting shall commence at 6 p.m.  Anyone needing assistance should contact the Historic Landmarks Commission beforehand at 704-376-9115.

Certificate of Appropriateness Application for the Randolph Scott  House, 1301 Dilworth Road, Charlotte, N.C.

The applicant is proposing a two-story rear addition, which has been approved by the Historic Districts Commission.  Also proposed is an expansion of the rear vestibule on the first floor, the removal of an interior wall between the breakfast nook and the kitchen, and the removal of two original windows, which would be converted into cased openings.

On the second floor, the applicant is proposing that a rear bedroom would be converted into a laundry room and a hallway to the new addition.  A set of casement windows would be removed to allow for the connection.  The project also includes remodeling two upstairs bathrooms that have been previously renovated. 

The following motion was approved:

MR. SHURLEY PRESENTED A MOTION SECONDED BY MR. ALSOP TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT A CERTIFICATE OF APPROPRIATENESS BE ISSUED FOR THE RANDOLPH SCOTT HOUSE, 1317 DILWORTH ROAD, CHARLOTTE, N. C.,  AS SUBMITTED WITH THE FOLLOWING ADDITIONAL STIPULATIONS: 1) THAT THE EXISTING FLAGSTONE FLOOR ON THE EXITING REAR VESTIBULE BE RETAINED, 2) THAT ORIGINAL BATHROOM FEATURES, IF ANY, BE RETAINED, 3) THAT AN ARCHITECTURAL FEATURE BE CONSTRUCTED TO SUGGEST THE SEPARATION BETWEEN THE ORIGINAL BREAKFAST NOOK AND THE ORIGINAL KITCHEN, 4) AND THE CLOSETS BE EXECUTED AS AN INSET RETAINING EXISTING BASEBOARDS AND CROWN MOULDING, AND 5) THAT ALL CHARACTER DEFINING FEATURES BEING REMOVED, IF POSSIBLE, BE RETAINED AND STORED.  THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION WITH THE EXCEPTION OF MR. NEWMAN WHO ABSTAINED FROM THE VOTE

4.  Projects Committee Matters.  Click Here For Minutes.

There are no action items forthcoming from the Projects Committee.  The Committee did discuss several matters which you can view by clicking of the Projects Minutes above.  The only motion was to direct staff to determine what needs to be done to increase the marketability of the Rozzel House and to report back to the Projects Committee at its January meeting.

There is a possibility that the Commission will have to go into special session to consider offers on the Grand Theater.

 

The Committee did discuss the current status of the W. B. Newell House, the N. S. Alexander House, and the Richard Wearn House.

5.  Education Committee Matters.

There are no action items forthcoming from the Education Committee.  The Bus Tour for Commissioners and invited guests is scheduled for January 8th.  Discussions continue with respect to the participating in a promotional event for the Charlotte Cotton Mills.

6.  Survey Committee Matters.

There are no action items forthcoming from the Survey Committee.
