The application is for a new sign that would be erected at the western entrance to the farm off of Neck Road and for improvements to the parking area. It is the desire of the Catawba Valley Scottish Society (CVSS) to make the western entrance the primary entrance to the site. The sign will have cedar shakes, and 6 inch by 6 inch treated side posts. The routed letters on the 8 feet by 1 foot inserted boards will read "Historic Rural Hill Farm" above and "Open Saturday and Mon. - Fri. by Reservation" below. The small parking area to the west of the farmhouse will be improved with gravel.

MS. BOS PRESENTED A MOTION SECONDED BY MR. BOOKOUT TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT A CERTIFICATE OF APPROPRIATENESS FOR THE PROPOSED SIGN AND IMPROVEMENTS TO THE PARKING AREA AT RURAL HILL, 4431 NECK ROAD, HUNTERSVILLE, N. C., BE APPROVED AS PRESENTED. THE COMMITTEE APPROVED THE MOTION WITH MR. MISENHEIMER ABSTAINING FROM THE VOTE.

STAFF RECOMMENDATION:  APPROVE THE MOTION AS PRESENTED.

b.  Demolition of additions to the Treloar House.  Click here for illustrations.

The current project involves the demolition of the one-story flat roofed sections at the rear of the building and south side of the building. This is an initial step in the rehabilitation of the Treloar House. Staff has visited the property and has determined that the brick additions to the building do not contribute to the significance of the building and that the removal would enhance the property by exposing the rear elevation and southern elevation.

MR. BENSON PRESENTED A MOTION SECONDED BY MR. BOOKOUT TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT A CERTIFICATE OF APPROPRIATENESS BE ISSUED FOR THE PROPOSED DEMOLITION OF THE FLAT ROOFED ADDITION AT THE REAR OF THE TRELOAR HOUSE AND TO THE SOUTH OF THE TRELOAR HOUSE, 328 NORTH BREVARD STREET, CHARLOTTE, N. C. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

STAFF RECOMMENDATION:  APPROVE THE MOTION AS PRESENTED.

c.  Improvements to Streetcar 85.  Click here for illustrations.

A Certificate of Appropriateness is being requested for this designated historic property to make alterations on the car that will bring it up to the Federal Standards for operation on a track. Charlotte Trolley, Inc., the applicant, expects that the work on the Streetcar will cost approximately $300,000. The project involves the following:

1. Installation of new trucks.

2. Upgrade emergency brakes.

3. Installation of Dead-man actuation, which will stop the streetcar if the motorman becomes incapacitated.

4. Installation of UL-approved conduit and upgrade the Streetcar’s wiring.

5. Installation of generator disconnect plug.

6. Rewire interior lights.

7. Installation of four exterior marker lights.

8. Installation of insulated circuit breaker boxes.

9. Upgrade controllers to handle higher 750 volt current.

10. Installation of power inverter in the car to lower voltage for auxiliary uses. The converter will be installed under a seat.

11. Installation of side-view mirrors, which are required by CATS. Two mirrors would be installed at each end of the car.

12. Install door opening mechanisms that can be actuated by the motorman from either end of the car, and that allow for wheelchair access.

13. Replace brake control valve.

14. Rebuild and install people-catcher at both ends of the car.

15. Construct two new sanders.

16. Install non-skid floor covering in the vestibules and center aisle.

17. Replace rotten window sills with new wooden sill of same design.

18. Vestibule panels and handrails (not original materials) will be modified to allow for wheelchair access.

19. Window rods to be installed across the windows. There is historic precedence for this on Charlotte streetcars, and CATS is requiring that window openings be barred or covered with mesh.

MR. MISENHEIMER PRESENTED A MOTION SECONDED BY MR. BOOKOUT TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR THE ALTERATIONS TO CHARLOTTE STREETCAR #85 BE ISSUED IN ACCORDANCE WITH THE PRESENTED APPLICATION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

a.  Hiring Academic Intern.

Hope Murphy, a graduate student in the public history program at UNCC, would work to increase public awareness of African American resources.  She would focus her attention also upon the feasibility of developing historic signage for projects undertaken by the Commission.

MR. MISENHEIMER MADE A MOTION, SECONDED BY MS. SMITH, TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT HOPE MURPHY BE RETAINED BETWEEN JANUARY AND MAY 2004 AS AN INTERN FOR THE COMMISSION TO DEVELOP EDUCATIONAL PROGRAMS ON THE AFRICAN AMERICAN SURVEY, THAT SHE WORK FOR 145 HOURS AND THAT HER STIPEND BE $9 PER HOUR, FOR A TOTAL OF $1305.  THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

MR. MISENHEIMER PRESENTED A MOTION SECONDED BY MR. NORMAN TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION TO PERFORM DUE DILIGENCE CONCERNING THE P & N STATION ON THE OLD MOUNT HOLLY ROAD, CHARLOTTE, N. C. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

STAFF RECOMMENDATION:  APPROVE THE MOTION AS PRESENTED.

a.  Lloyd Presbyterian Church Cemetery.

MR. MISENHEIMER PRESENTED A MOTION SECONDED BY DR. MATTSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE CEMETERY AT THE NORTHWEST INTERSECTION OF SHARON ROAD AND COLONY ROAD BE PLACED ON THE HLC’S STUDY LIST, THAT A SURVEY AND RESEARCH REPORT BE PREPARED FOR PRESENTATION AT THE HLC’S JANUARY, 2004 MEETING, AND THAT THE HLC MAKE AN OFFICIAL STATEMENT ABOUT THE ZONING PROCESS. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

STAFF RECOMMENDATION:  APPROVE THE MOTION AS PRESENTED.

b.  Preparation of Survey and Research Report On Victor Shaw House.

MR. PARKER PRESENTED A MOTION SECONDED BY MR. MISENHEIMER TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT A SURVEY AND RESEARCH REPORT BE PREPARED FOR THE VICTOR SHAW HOUSE, 2400 MECKLENBURG AVENUE, CHARLOTTE, N. C. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

STAFF RECOMMENDATION:  APPROVE THE MOTION AS PRESENTED.

c.  Contact Property Owners of Prospective Historic Landmarks.

Staff has developed a list of properties that demonstrate a high probability of being eligible for historic landmark designation.  Click here for list.

MS. SMITH PRESENTED A MOTION SECONDED BY MS. COX TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT OWNERS OF THE LIST OF PROPERTIES RECOMMENDED BY STAFF BE CONTACTED IN ORDER TO SOLICIT THEIR OPINIONS ABOUT THEIR PROPERTY BEING CONSIDERED AND THAT THE RESPONSES RECEIVED BE PRESENTED TO THE SURVEY COMMITTEE FOR EVALUATION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION. 

STAFF RECOMMENDATION:  APPROVE THE MOTION AS PRESENTED.

d.  Consideration of the Survey and Research Report on the Bethesda School.  Click Here For Survey And Research Report.

The Commission has voted to purchase the Bethesda School.  The property must be designated as a historic landmark before the Commission can close on the property.  Consequently, a Survey and Research Report is being brought to you for your consideration.

STAFF RECOMMENDATION:  INTRODUCE AND APPROVE A MOTION RECOMMENDING THE DESIGNATION OF THE BETHESDA SCHOOL AND ITS TAX PARCEL AS A HISTORIC LANDMARK.

6.  Old Business.  Charlotte Union Bus Terminal.

Discussions have occurred with Bank of America, and a tentative arrangement has been discussed.  Here are the essential provisions.

1.  Bank of America and the Historic Landmarks Commission would split the cost of hiring the architectural firm LS3P to investigate what portions, if any, of the building could be incorporated into an economically viable project that would enhance the vitality of the West Trade streetscape.

2.  This investigation would last for six weeks and would commence only after the Charlotte Historic Districts Commission removes its stay of demolition on the former Union Bus Terminal and the building to the immediate west of the bus terminal.

3.  Once the six-week period of investigation is completed, Bank of America could move forward with its plans for the property and the Historic Landmarks Commission would not impede the demolition of the bus terminal if Bank of America chooses to remove the building.

4.  Bank of America will allow the preservation consultants who are preparing the Survey and Research Report to enter the bus terminal for purposes of making an assessment of the amount of historic fabric remaining.

STAFF RECOMMENDATION:  INTRODUCE AND APPROVE A MOTION APPROVING THE COMMISSION'S ENTERING INTO THE ABOVE ARRANGEMENT WITH BANK OF AMERICA.
