The Historic Landmarks Commission will meet next on February 13, 2006, in its offices in the Ratcliffe-Otterbourg House at 2100 Randolph Road, Charlotte, N.C.  The meeting shall commence at 6:30 p.m.  Anyone needing assistance should contact the Historic Landmarks Commission beforehand at 704-376-9115.

Study List Applications.

Staff Recommendation.  Place the property on the Study List.  The owner has requested historic landmark designation of the property.

b.  Properties in Davidson, N.C. 

Staff Recommendation.  Place the following properties on the Study List.  The Town of Davidson is most supportive of having these properties processed for historic landmark designation. Owners will be notified before the final reports are brought to the Survey Committee.

As part of the implementation of the of the Center City Survey, staff recommends that the owners of the following properties be contacted to determine if they would support Landmark Designation.

Staff Recommendation:  Because of the uncertain nature of the project, Staff recommends that the consideration of the Virginia Paper Company be tabled for two months.

MR. SULLIVAN PRESENTED A MOTION SECONDED BY DR. MATTSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE BOUNDARIES FOR THE SAMUEL NEEL HOUSE BE ADJUSTED AS DEPICTED.  THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Special Note:  There was no quorum at the Projects Committee's meeting.  Consequently, no seconded motions can be presented.  Items will instead be presented as statements of Committee consensus.

a.  Presentation by prospective real estate firms to handle the marketing of the Charlotte Cotton Mills. 

Staff Recommendation:  Hear the presentations and make a decision.

b.  Richard Wearn House.  The Commission has received the appraisal on the property and is continuing with the performance of due diligence.  The Committee reached the following consensus at the meeting.

IT WAS THE CONSENSUS OF THE COMMITTEE THAT THE HISTORIC LANDMARKS COMMISSION SHOULD ENTER INTO A CONTRACT TO PURCHASE THE WEARN HOUSE, LOCATED AT 4928 TUCKASEEGEE ROAD, AT THE PRICE OFFERED BY BANK OF AMERICA AND THAT DURING THE DUE DILIGENCE PERIOD A DETERMINATION OF THE COST TO BRING THE BUILDING UP TO CODE BE MADE AND DISCUSSIONS BE SOUGHT WITH THE CHARLOTTE MECKLENBURG SCHOOLS AND THE PARK AND RECREATION DEPARTMENT OF THE COUNTY ABOUT A POSSIBLE JOINT PROJECT.

 

Staff Recommendation:  Make and approve a motion approving the Committee's recommendation.

c.  White Oak Plantation.  The Commission has identified White Oak Plantation as a possible project.

IT WAS THE CONSENSUS OF THE COMMITTEE THAT THE HISTORIC LANDMARKS COMMISSION SHOULD SECURE AN APPRAISAL OF THE ENTIRE PROPERTY ASSOCIATED WITH WHITE OAK PLANTATION, LOCATED ON HOOD ROAD, AND SHOULD SEEK TO CLARIFY THE AVAILABILITY OF SEWER TO THE PROPERTY.

Staff Recommendation:  Make and approve a motion approving the Committee's recommendation.

d.  Richard Rozzel House.  The Commission is currently seeking the sell the Richard Rozzel House.

 

IT WAS THE CONSENSUS OF THE COMMITTEE THAT THE HISTORIC LANDMARKS COMMISSION SHOULD LOWER THE SALES PRICE OF THE ROZZEL HOUSE PROPERTY, LOCATED AT 11647 ROZZELLES FERRY ROAD.

Staff Recommendation:  Make and approve a motion approving the Committee's recommendation.

e.  Hiring of Consultant to assist with the N. S. Alexander House property.  Jason Nichols, a graduate student at UNCC in the public history program, would assist with the rezoning of the N. S. Alexander House.

 

IT WAS THE CONSENSUS OF THE COMMITTEE THAT THE HISTORIC LANDMARKS COMMISSION SHOULD RETAIN JASON NICHOLS AS A CONSULTANT FOR 145 HOURS AT AN HOURLY RATE OF $10 TO ASSIST WITH THE REZONING OF THE N. S. ALEXANDER HOUSE, LOCATED AT 5014 NORTH SHARON AMITY ROAD, CHARLOTTE.

Staff Recommendation:  Make and approve a motion approving the Committee's recommendation.

f.  Grace A.M.E. Zion Church.  The Commission has received a proposed addendum to the contract.  The Commission will need to discuss the implications.

4.  New Business. Johnson C. Smith University has asked the Commission to write a letter supporting the University's application for a NEH Grant to assist with the renovation of the Carnegie Library Building on the Campus.

Staff Recommendation:  Make and approve a motion approving the writing of a support letter.
