The Historic Landmarks Commission will meet next on January 13, 2003, in the Ratcliffe-Otterbourg House at 2100 Randolph Road in Charlotte.  The meeting shall begin at 6pm.

      a.   There is one action item from the Director's Report.  The Commission delayed considering Bryant Park for historic landmark status so that Staff could solicit the support of the Parks and Recreation Department.  The HLC has received a letter from Mecklenburg Parks and Recreation concerning designation  of Bryant Park.  Click here to review.  The essential issue before the Commission is whether it wishes to honor the owner's request.

Staff Recommendation:  delay considering Bryant Park for historic landmark status so that Staff can continue to have discussions with the Parks and Recreation Department.

      a.    Proposed project at the Palmer Fire School.  Click here to review.

Barwick & Associates has extended its due diligence period until January 27, 2003, and is scheduled to close within thirty days after that date.  Barwick & Associate submitted three design schemes for the development and restoration of the Palmer Fire School property.  The project shall occur in two phases.  The first will be to restore the Assembly Building for an adaptive re-use and to repair the roof and repair the brick on the drill tower.

The Design Review Committee passed the following motions at its December 19th meeting.

Phase One.

MR. BOOKOUT PRESENTED A MOTION SECONDED BY MS. BOS TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR PHASE I FOR THE PALMER FIRE SCHOOL, 2601 EAST SEVENTH STREET, CHARLOTTE, N. C. BE APPROVED AS PRESENTED. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve the motion as presented.

Phase Two.  Elevations and Site Plan,

MR. BOOKOUT PRESENTED A MOTION SECONDED BY MR. ASBURY TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR THE PHASE II PLAN FOR THE PALMER FIRE SCHOOL, 2601 EAST SEVENTH STREET, CHARLOTTE, N. C., BE CONCEPTUALLY APPROVED AS PRESENTED. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve the motion as presented.

4.  Finance Committee Matters.

    a.  Recommendations for Betterments Requests in HLC Budget.  Click here to review.

The Finance Committee submits the following betterments for inclusion in the HLC's FY 04 budget request.

Staff Recommendation:  Pass a motion approving the inclusion of the recommended betterments.

a.  List of approved architects for HLC Projects.

MS. COX PRESENTED A MOTION SECONDED BY MR. NORMAN TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE FOLLOWING ARCHITECTURAL FIRMS BE INCLUDED ON THE APPROVED LIST FOR HLC ARCHITECTS FOR CALENDAR YEAR 2003: THE COPELAND OFFICE, LAFFERTY ARCHITECT, YELVERTON ARCHITECTS, HARRIS ARCHITECTS, AB ARCHITECTURE, ARCHITECTURAL DESIGN STUDIO. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve the motion as presented.

b.  Selection of architect for Grier-Rea House

MR. NORMAN PRESENTED A MOTION SECONDED BY MS. BOS TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT YELVERTON ARCHITECTS BE THE PROJECT ARCHITECT FOR THE GRIER-REA HOUSE. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve the motion as presented.

c.  Selection of architect for Sidney and Ethel Grier House.

MS. BOS PRESENTED A MOTION SECONDED BY MR. NORMAN TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE COPELAND OFFICE BE THE PROJECT ARCHITECT FOR THE SIDNEY AND ETHEL GRIER HOUSE. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve the motion as presented.

d.  Submission of RFP's to prospective developers of the W. T. Alexander Plantation property.

MR. KLUTTZ PRESENTED A MOTION SECONDED BY MR. MISENHEIMER TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT IT PROCEED WITH THE ISSUANCE OF RFP’S TO DEVELOPERS TO SUBMIT PROPOSALS FOR THE PURCHASE AND DEVELOPMENT OF THE W.T. ALEXANDER PROPERTY AND TO ALLOW 60 (SIXTY) DAYS FOR A DECISION TO BE REACHED BY THE HLC. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve the motion as presented.

e.  Procedure for handling rights of first refusal on real estate.

MR. KLUTTZ PRESENTED A MOTION SECONDED BY MR. MISENHEIMER TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT WHEN THE HLC IS PRESENTED WITH A RIGHT OF FIRST REFUSAL THAT THE FOLLOWING PROCEDURE BE FOLLOWED.  THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.
