The Historic Landmarks Commission will meet next on June 10, 2002, in the Ratcliffe-Otterbourg House at 2100 Randolph Road in Charlotte.  The meeting shall begin at 6pm.

     MR. BOOKOUT PRESENTED A MOTION SECONDED BY MS. JOHNSON-GESS TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT A CERTIFICATE OF DEMOLITION BE ISSUED AS SUBMITTED FOR THE GRIER-REA HOUSE, 4334 REA ROAD, CHARLOTTE, N. C. AND THAT THE EFFECTIVE DATE OF THE CERTIFICATE BE AUGUST 11, 2002.  THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

The Commission has already agreed to allow the house to be demolished if it cannot be moved from the property by August 10, 2002.  City Council will be asked on June 17, 2002, to designate the Grier-Rea House as a historic landmark.  This Certificate will allow the Commission to fulfill its commitments to the developer of the property on which the house now sits.

Staff Recommendation:  Issue the Certificate as recommended by the Design Review Committee.

MR. MISENHEIMER PRESENTED A MOTION SECONDED BY MR. WALDEN TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT A CERTIFICATE OF APPROPRIATENESS BE ISSUED FOR THE ORIGINAL NEBEL KNITTING MILL, 101 W. WORTHINGTON AVE., CHARLOTTE, N. C., AS APPLIED FOR. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Issue the Certificate as recommended by the Design Review Committee.

a. MS. RICHARDSON PRESENTED A MOTION SECONDED BY MR. PARKER TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT CONSIDERATION OF THE NEAL HOUSE, 612 WALNUT AVENUE, CHARLOTTE, N. C., FOR PLACEMENT ON THE HLC’S STUDY LIST OR INVENTORY LIST, BE TABLED UNTIL ADDITIONAL INFORMATION IS RECEIVED BY THE HLC REGARDING THE ARCHITECTURAL SIGNIFICANCE OF THE HOUSE. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

The Survey Committee believes that the applicant did not provide sufficient proof that the Neal House meets the standard of "special significance" required by law for historic landmarks.

Staff Recommendation:  Approve the recommendation of the Committee.

b.   MS. BRICKEY PRESENTED A MOTION SECONDED BY MR. CHAMBERS TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT DR. MORRILL BE AUTHORIZED TO WRITE A LETTER ON BEHALF OF THE HISTORIC LANDMARKS COMMISSION TO THE STATE HISTORIC PRESERVATION OFFICE STATING THAT THE HISTORIC LANDMARKS COMMISSION CONCURS WITH THE CHARLOTTE AREA TRANSIT SYSTEM (CATS) REGARDING ITS CONSULTANTS’ ASSESSMENT OF EFFECTS OF THE SOUTH RAIL CORRIDOR UPON PROPERTIES IN THE CORRIDOR WHICH ARE LISTED IN OR ELIGIBLE FOR THE NATIONAL REGISTER OF HISTORIC PLACES. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

The Charlotte Area Transit System is requesting that the Commission issue comments by July 8th on the determination of effects of the South Corridor Light Rail Line on historic resources.

Staff Recommendation:  Approve the recommendation of the Committee.

c.   DR. MATTSON PRESENTED A MOTION SECONDED BY MS. BOS TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE BRADFORD FARM AND STORE, 15908 DAVIDSON-CONCORD ROAD, HUNTERSVILLE, N. C. (INTERIOR AND EXTERIOR OF THE HOUSE, STORE AND ALL OUTBUILDINGS AND 21 1/2 ACRES ASSOCIATED WITH THE TAX PARCEL) BE PROCESSED FOR HISTORIC LANDMARK DESIGNATION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

The owners of the Bradford House and Store property are in favor of historic landmark designation.

Staff Recommendation:  Approve the recommendation of the Committee.

d.   MR. PARKER PRESENTED A MOTION SECONDED BY MS. BRICKEY TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE ORDINANCE FOR THE RATCLIFFE FLORIST SHOP, 431 S. TRYON STREET, BE AMENDED AS REQUESTED, REFLECTING THE FACT THAT THE BUILDING HAS BEEN MOVED AND THAT THE GROUND BENEATH THE NEW BUILDING AND THE AIR ABOVE THE NEW BUILDING AND THOSE PORTIONS OF THE INTERIOR OF THE STRUCTURE THAT DO NOT CONTRIBUTE TO THE HISTORIC CHARACTER OF THE BUILDING AS PRESENTLY SITUATED SHOULD BE EXCLUDED FROM THE HISTORIC LANDMARK. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

The Historic Landmarks Commission has issued a Certificate of Appropriateness approving the relocation of the Ratcliffe Florist Shop.  The building has been moved, and the owner is requesting that amendments be made to the ordinance to reflect the new location of the building.  These changes, if approved, will have to be submitted to the Division of Archives and History for comment, and the building will have to be processed for historic landmark designation.
