     A.  Survey of Early 20th Century Log Buildings. 

Stewart Gray, as part of his academic program at the University of North Carolina at Greensboro, will be performing a comprehensive survey this summer of log buildings erected in Mecklenburg County in the early 20th Century. 

MR. MATTSON PRESENTED A MOTION SECONDED BY MR. BENSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT MR. STEWART GRAY BE PAID A STIPEND OF $1500 FOR A SURVEY OF EARLY TWENTIETH CENTURY REVIVAL STYLE LOG BUILDINGS IN MECKLENBURG COUNTY UPON SATISFACTORY COMPLETION OF THE SURVEY AND ITS APPROVAL BY THE CONSULTING DIRECTOR.  THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve the Motion as presented.

     B.  Southern Public Utilities Streetcar Barn.  Crescent Resources, the owner, will be discussing future plans for the property with the Commission.  Click Here For Survey And Research Report.

DR. MATTSON PRESENTED A MOTION SECONDED BY MR. BENSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION  THAT IT CONTINUE TO SUSPEND THE HISTORIC DESIGNATION PROCESS FOR THE SOUTHERN PUBLIC UTILITIES STREETCAR BARN UNTIL A PRESERVATION SOLUTION CAN BE DEVISED OR UNTIL SUCH TIME AS NO VIABLE PRESERVATION SOLUTION SEEMS TO BE FORTHCOMING.  THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve the Motion as presented.

     C.  Study List Recommendation For The Henderson House At 314 Eastover Road, Charlotte.

The owner has requested that the house be placed on the Study List For Prospective Designation.

MR. BENSON PRESENTED A MOTION SECONDED BY MR. MATTSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE  HOUSE AT 314 EASTOVER ROAD, CHARLOTTE, N. C., BE PLACED ON THE HLC’S STUDY LIST.  THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve the Motion as presented.

     D.  Recommendation Regarding Historic Landmark Designation For The McQuay House.

DR. MATTSON PRESENTED A MOTION SECONDED BY MR. BENSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE McQUAY HOUSE, 3200 TUCKASEEGEE ROAD, CHARLOTTE, N. C. (INTERIOR, EXTERIOR, EXTANT OUTBUILDINGS AND THE ENTIRE TAX PARCEL UPON WHICH THE PROPERTY SITS),  BE PROCESSED FOR HISTORIC LANDMARK DESIGNATION.  THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.   

Staff Recommendation:  Approve the Motion as presented.

     A.  Application For A Certificate Of Appropriateness For The Alpha Cotton Mill.

Crosland, Inc. has applied for a COA for a proposed design of a major renovation of the Alpha Cotton Mill. Click Here For Illustrations Of The Plan.

MR. BENSON PRESENTED A MOTION SECONDED BY MR. SHURLEY TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR THE ALPHA COTTON MILL, 311 12TH STREET, CHARLOTTE, N. C., BE APPROVED AS PRESENTED WITH THE CONDITIONS THAT 1) THE PROPOSED NEW BUILDING ADJACENT TO 12TH STREET, IN THE SOUTHWEWST CORNER OF THE PROPERTY, BE SET BACK SIX FEET FARTHER FROM THE STREET 2) THE PROJECTING BAYS ON BUILDING IV BE NO TALLER THAN THE PRINCIPAL SECTION OF THE BUILDING 3) THE TRANSOM WINDOW ON THE NORTH ELEVATION OF THE ORIGINAL BUILDING BE REDESIGNED AND THAT DESIGN BE PRESENTED TO THE HLC AFTER REVIEW AND APPROVAL BY STAFF. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.
 

Staff Recommendation:  Approve a Motion approving the issuance of the Certificate of Appropriateness.

     B.  Application For A Certificate Of Appropriateness For The Charlotte City Hall.

The City of Charlotte has applied for a COA for the replacement of the entrance doors at the Charlotte City Hall.  Click here to view images for this project.

MR BENSON PRESENTED A MOTION SECONDED BY MR. BOOKOUT TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE CERTIFICATE OF APPROPRIATENESS FOR THE CHARLOTTE CITY HALL BE APPROVED AS PRESENTED WITH THE CONDITION THAT THE ORIGINAL WOODEN TRANSOM SASH BE RETAINED. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve a Motion approving the issuance of the Certificate of Appropriateness.

C.  Application For A Certificate Of Appropriateness For The Highland Mill building at 2901 North Davidson St.

This application was submitted under Express Review and has not been presented to the Design Review Committee.  The proposed project would involve enclosing 1,950 square feet of the mill building with fire-rated drywall partitions.  New bathrooms would be installed, with HVAC air handlers above the bathrooms. Code requires that a new doorway be opened in the north elevation.  The doorway would be placed in an existing window opening and be based on a previously approved window/doorway conversion on that same elevation.

Staff Recommendation: Approve project as presented.

D.  Application For Conceptual Approval For The Relocation Of The Bradford Store.

The Owner Of The Bradford Store Plans To Relocate The Store In Anticipation Of Having It Considered For Historic Landmark Designation.  Click here to view a site plan.

MR. SHURLEY PRESENTED A MOTION SECONDED BY MR. BENSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT CONCEPTUAL APPROVAL BE GIVEN FOR MOVING THE BRADFORD STORE TO A NEW SITE ON THE SAME TAX PARCEL TO THE SOUTH OF ITS PRESENT LOCATION, AND THAT INFILL DEVELOPMENT BE ALLOWED ON THE SITE IF IT IS BASED ON ARCHEOLOGICAL EVIDENCE OF THE ORIGINAL RURAL COMMERCIAL COMPLEX. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

     A.  Consideration Of The Prospective Sale Of The Sidney and Ethel Grier House.

The Commission has received an offer as a result of the auction that was held at the property.  The Commission will have to discuss in executive session whether how it wishes to respond.

     B.  Consideration Of The Prospective Sale Of A Portion of the Charlotte Cotton Mills.

The Commission has received an offer to purchase a portion of the Charlotte Cotton Mills.  The Commission will have to discuss in executive session whether how it wishes to respond.
