HISTORIC LANDMARKS COMMISSION THAT THE OEHLER HOUSE BE LISTED FOR SALE "AS
IS," ALONG WITH THE JOSEPH K. OPPERMANN PLANS FOR RENOVATION/RESTORATION,
LEAVING OPEN OPTIONS FOR RENOVATING BY A PROSPECTIVE BUYER. THE COMMITTEE
UNANIMOUSLY APPROVED THE MOTION.
The Committee believes that the most cost effective
way to preserve the property would be to offer it for sale to a buyer who
will undertake the restoration of the building under HLC design control.
Staff Recommendtion: Approve the Committee's
Recommendation.

MS. COX PRESENTED A MOTION SECONDED BY MR. HIRSCH TO RECOMMEND TO THE
HISTORIC LANDMARKS COMMISSION THAT THE McAULEY HOUSE BE LISTED FOR SALE "AS
IS" AFTER IT IS MOVED AND STABILIZED, ALONG WITH THE JOSEPH K. OPPERMANN
RENOVATION/RESTORATION PLANS, LEAVING OPEN THE OPTIONS FOR RENOVATING BY A
PROSPECTIVE BUYER. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Utilities Company Streetcar Barn

The Commission approved the following motion at its
meeting on January 14, 2002.
MR. HIRSCH PRESENTED A MOTION SECONDED BY MR.
MISENHEIMER THAT THE HISTORIC LANDMARKS COMMISSION REQUEST THAT THE BOARD OF
COUNTY COMMISSIONERS ADVANCE $1.428 MILLION FROM LAND BAND MONEY TO ENABLE
THE HLC TO ACQUIRE THE SOUTHERN PUBLIC UNTILITIES CARBARN (FORMER) AT 1424
SOUTH BOULEVARD IN CHARLOTTE, N.C., BEING MORE SPECIFICALLY THE PARCEL OF
LAND AND IMPROVEMENTS BEING OFFERED BY PAPPAS PROPERTIES, INC., WITH THE
STIPULATION THAT THE HLC, IF NECESSARY, WILL USE PROCEEDS FROM THE SALE OF
REVOLVING FUND PROJECTS TO REPAY THE FULL AMOUNT OF LAND BANK MONEY ADVANCED
TO THE HLC. SUCH ACQUISITION WOULD BE CONTINGENT UPON THE CITY’S PAYING THE
TOTAL COST OF RENOVATING THE BUILDING AND PERFORMING THE SITE IMPROVEMENTS,
INCLUDING NECESSARY PARKING, TO ALLOW THE BUILDING TO BECOME THE CARBARN FOR
CHARLOTTE’S VINTAGE TROLLEY LINE. THE COMMISSION APPROVED THE MOTION WITH
MR. PARKER VOTING IN THE NEGATIVE.
The Commission requested that Charlotte Trolley, Inc.
state in writing the financial arrangements under which it would be willing
to occupy the building. Jeffrey Davis, president of Charlotte Trolley,
has submitted a letter in which he states that he is attempting to persuade
the County to permit reimbursement of County funds used to buy the building
by allowing the City to acquire the building through a ledger transfer.
He further states that Charlotte Trolley, Inc. would pay a monthly rent of
$3000 to the Historic Landmarks Commission should the HLC become the owner
of the building.
It is not necessary for the Commission to take any
action on this matter if it wishes to proceed under the arrangements set
forth in the motion approved in January. Staff simply wanted to give
the HLC an opportunity to review the level of its commitment to the project
in light of Mr. Davis's letter. If you decide to proceed, staff will
direct Patricia Nystrom to begin final negotiations for the contract with
Crescent Resources and Pappas Properties, which will be brought to the HLC,
most likely at its May meeting, for action. Staff will also complete
the Mandatory Referral process with the Planning Commission, prepare the
Request For Board Action for consideration by the County Commissioners, and
proceed with the designation process for the streetcar barn.
Staff Recommendation: Proceed
with the project. As owner of Streetcar 85, the Commission has a
direct interest in the viability of the Vintage Trolley Line, which will
have to have a new carbarn at some point in the near future. You are not
giving your final approval. You will have an opportunity to act on the
contract negotiated with Pappas Properties and Crescent Resources for
purchase of the property. In the interim Charlotte Trolley, Inc. will
have time to attempt to work out an arrangement for a ledger transfer
between the City and the County. If you terminate HLC involvement,
Pappas Properties will have to evaluate whether retention of all or any
portion of the building is in their best economic interest.

CHAMBERS THAT THE RICHARD BARRY HOUSE ON BEATTIES FORD ROAD (ADJACENT PARCEL
TO THE IMMEDIATE NORTH OF HOPEWILL HIGH SCHOOL) BE PLACED ON THE HLC’S STUDY
LIST. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.
There is no controversy regarding this issue.
The developer has agreed to preserve the ruin and to have it designated as a
historic landmark. Placing it on the Study List means that the
preparation of a Survey and Research Report is authorized. Survey

MS. BOS PRESENTED A MOTION SECONDED BY DR.
MATTSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE JESSE AND
MARY K. WASHAM FARM, 15715 DAVIDSON-CONCORD ROAD, DAVIDSON, N. C., (THE
FARMHOUSE AND OUTBUILDINGS WHICH INCLUDE THE BARN, COTTON HOUSE AND TENANT
HOUSE AND APPROXIMATELY 1/2 OF THE 84-ACRE SECTION,THAT PORTION NORTH OF THE
GAS LINE RIGHT-OF-WAY, OWNED BY JAGCO ASSOCIATES AND THE 1.47 ACRE TRACT
OWNED BY JOE WASHAM) BE PROCESSED FOR HISTORIC LANDMARK DESIGNATION. THE
COMMITTEE UNANIMOUSLY APPROVED THE MOTION.
There is a potential complication with this issue.
The Committee is recommending that two parcels be included in the
designation. The owner of the 1.47-acre parcel favors designation.
The owner of the 42-acre parcel has not yet been notified and might well
oppose designation, because the owner has purchased the property for
investment. Staff Recommendation: Receive the
Report as information but take not action until the April 8th meeting of the
Commission, so the owners can be notified of the time and place of the
meeting.

THEATER, 333 BEATTIES FORD ROAD, CHARLOTTE, N. C., (EXTERIOR OF THE BUILDING
AND LAND ASSOCIATED WITH THE TAX PARCEL) BE PROCESSED FOR HISTORIC LANDMARK
DESIGNATION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.
Staff Recommendation: Receive the Report as information but take
not action until the April 8th meeting of the Commission, so the owner can
be notified of the time and place of the meeting.
The owner has stated orally that he supports
designation of the exterior of the building and the tax parcel. Please
be advised that owner consent is required to include the interiors of
buildings in historic landmarks.
