a. Consideration of Funding Options For
HLC Operations and Project Management.
The County Manager
has included no money for HLC's operations in his recommended budget.
60 percent of the HLC's budget is automatically provided from demolition
permit fees. 40 percent of the HLC's budget and 100 percent of project
management budget come from regular County dollars that have to be approved
by the Board of County Commissioners. The County is investigating
whether it would be possible for the demolition permit fees to be
restructured or increased to provide 100 percent funding for the HLC's
operations. The Real Estate Services Department believes that, if
necessary, 40 percent of the project management budget can come from regular
County dollars. The question before the Commission is what path it
wishes to pursue in obtaining funding.
Staff Recommendation.
The HLC should seek to retain current funding levels from regular County
dollars for HLC operations and project management unless the amount derived
from demolition permit fees is increased. If the HLC is unsuccessful
in obtaining regular County dollars for fiscal year 2005, it should make up
the difference from the Historic Preservation Revolving fund to maintain
current levels of funding for HLC operations and for project management.

Review Matters.
The Design Review Committee did not meet
during February. There are no COA's to be reviewed at this meeting.
Two Minor Works COA's have been issued.
A certificate for a Minor Works was issued for the
McManaway House, 1700 Queens Road, for the installation of bookcases.

A certificate for a Minor Works was issued for the
Vest Waterworks on Beatties Ford Road for a tank house.

SURVEY AND RESEARCH REPORT FOR TORRENCE -LYTLE HIGH SCHOOL, 302 HOLBROOK
ROAD, HUNTERSVILLE, N. C., BE PAID FOR BY THE HLC IF THE PROPERTY OWNER
IS IN AGREEMENT. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

from the school, was present in support of processing the property for
historic designation. Mecklenburg County owns the property.
