4.  Survey Committee Matters.  

     a.  Receive as information the Survey and Research Report on the  Mallard Creek Schoolhouse.  Click Here To Read Report.

     b.  Consider status of designation process for the Charlotte Coliseum (Original) and Ovens Auditorium.  The Coliseum Authority requested that I send information setting for the consequences of historic landmark designation for its review.  I am still awaiting a response.

Staff Recommendation:  Delay processing of Charlotte Coliseum (Original) and Ovens Auditorium for historic landmark designation until the Coliseum Authority responds.

      c.  Consider status of designation process for the Carolina Theater.

 The Commission directed staff to determine the attitude of the City regarding the prospective designation of the Carolina Theater as a historic landmark.  The City has responded (read letter from City), saying that it regards such action as premature.

Staff Recommendation:  Delay processing of Carolina Theater for historic landmark designation until the position of the City changes.  The City is the owner.  Moreover, City Council will determine whether it will be designated as a historic landmark.

     d.   Consider designation status for the Electric Supply and Equipment Company Building.

At its April meeting, the Commission voted to delay consideration of whether it wishes to recommend any or all portions of the subject property for designation as a historic landmark.  The Survey Committee recommends that the building not be recommended for historic landmark designation because in the Committee's opinion the property does not retain sufficient physical integrity.

Staff Recommendation:  Staff has no recommendation regarding this matter.

      e.  Consider status of designation process for the Withers-Efird House.  I have been notified by officials of Queens College that the Board of Trustees is unalterably opposed to having the house designated as a historic landmark and will mount a vigorous dissenting argument before the Charlotte City Council.  The issue before the Commission is whether it wishes to continue the designation process and appear before City Council on May 21st.

Staff Recommendation:  The Commission should consider carefully whether it wishes to seek historic landmark designation for a house that is protected for the next 25 years by a preservation agreement between the College and the Myers Park Homeowners' Association.

     f.  Consider initiation of designation process for former West Charlotte High School Principal's House.  Bobby Drakeford, former Commissioner, brought to Jeff Bradsher's attention the house off Beatties Ford Road that was the home of the principal of West Charlotte High School in the 1950s.  According to Mr. Drakeford, this individual was a significant leader in the African American community.  Drakeford believes that this would be an economically feasible project for the Commission.  The house is for sale.  The issue is whether it meets the requirements of individual significance required for historic landmark designation.

Staff Recommendation:  That the Commission spend up to $500 to have a preliminary assessment of the historic significance of this property and that the results of that study be presented to the Survey Committee at its June meeting.

5. Design Review Committee Matters.  Click Here To Read Minutes of April Meeting.

     a.  The Owner of the Robinson House on Steele Creek Road has applied for a Certificate of Appropriateness to demolish the house so the property can be sold.  The Historic Landmarks Commission by State Enabling Legislation must issue the Certificate but can delay the issuance date for up to 365 days from the date of approval.

The Design Review Committee considered the following report from staff (click here to read) and presents the following recommendation as a seconded motion.

Staff Recommendation:  That the Commission delay the effective date of the Certificate of Appropriateness for 365 days from the issuance date and that the Projects Committee give the most serious consideration to the feasibility of the Commission's purchasing the Robinson House and the Tax Parcel Number within which it sits, so that development can occur which would be sensitive to the rural character of the Robinson House and its surroundings.

6.  Projects Committee Items.

      a.  Consideration of Offer to Acquire and Move the Grier-Rea House.

The owners of the Grier-Rea House propose to donate the Grier-Rea House to the Commission on two conditions:  1) that the Commission will move the house on or before August 1, 2002, and 2) that the Commission will take no action to have the house declare "historic" until after it is moved.  Click here to read proposal from the owner.

Staff Recommendation:  That the Commission refer this matter to the Projects Committee for consideration.
