a. Approval of a
contract to purchase the Jordan Farm. The Commission will have to deal
with this issue in executive session. As you know, the Commission has
already agreed to make an offer on the farm contingent upon the Town of
Huntersville agreeing to work collaboratively with the Commission. Pat
Nystrom has prepared a document in accordance with the earlier vote of the
Commission.

Staff Recommendation: Approve the
contract as presented.
b. Consideration of an
offer to purchase the Oakely House. The Commission will have to deal
with this issue in executive session. The Commission purchased the
Oakley House in Pineville and has offered it for sale with Meca Properties
serving as the realtor. An offer has been received, and the Commission
must consider it. Bob Lore of Meca Properties will explain the offer.

c. Consideration of an
offer to purchase the Oates Building at the Charlotte Cotton Mills.
The Commission will have to deal with this issue in executive session.
The Commission purchased and restored the Oates Building and has offered it
for sale with Pappas Properties serving as the realtor. An offer has
been received, and the Commission must consider it.

contract and take appropriate action.
d. Consideration of a
preservation strategy for the Bethesda School. There is little
prospect that the County staff will support special funding for moving and
restoring the Bethesda School. This will make Board of County
Commission's approval very difficult to achieve. The building must be
moved by December 31st or it will be destroyed.

Staff Recommendation:
Allocate up to $30,000 from the revolving fund to move and place the
Bethesda School on a new foundation at Rural Hill. Pursue funding for
upfitting the building as part of the regular budget cycle next year
with the County.
3. Design Review Matters.
a. Charlotte Cotton
Mills. The prospective buyer of a portion of the Oates Building has
submitted plans for upfitting the portion of the building it is scheduled to
purchase. This matter came to the Commission after the Design Review
Committee was scheduled to meet. There is precedent for bringing such
issues directly to the Commission, but the Commission should understand that
the design has not been reviewed by the Committee.

Staff Recommendation:
Staff has reviewed the plans and has determined that they meet the Secretary
of Interior's Guidelines. Therefore the Commission recommends approval
of the issuance of a Certificate of Appropriateness.
