The Historic Landmarks Commission will meet next on October 10, 2005, in its offices in the Ratcliffe-Otterbourg House at 2100 Randolph Road, Charlotte, N.C.  The meeting shall commence at 6 p.m.  Anyone needing assistance should contact the Historic Landmarks Commission beforehand at 704-376-9115.

a.  Consideration Of An Application For A Certificate Of Appropriateness For The James Morrow Coffey House, 3300 Shopton Road, Charlotte, N.C.  Click Here For Plans.

 

MR. JONES PRESENTED A MOTION SECONDED BY MR. BOOKOUT TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR THE JAMES MORROW COFFEY HOUSE, 3300 SHOPTON ROAD, CHARLOTTE, N. C.  BE APPROVED FOR EITHER OPTION AS PRESENTED WITH THE REQUIRED MODIFICATIONS. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Special Note:  The required modifications are:

1. That the proposed new window in the front room on the first floor be either located in the location of the current door, or an original window opening if one is uncovered during construction.  

2. That the proposal to shorten the one of the original walls in the second story not be allowed.

3.  That the upstairs landing be cut-back only enough to allow for adequate headroom above the stairs.

4.  That the original doorway between the principal section of house and the rear wing be preserved.

5.   That the proposal to raise the ceiling in the upstairs room, be allowed only if the basic design, a flat ceiling sheathed with boards and battens, of the ceiling is maintained.

 

Staff Recommendation:  Approve The Seconded Motion As Presented.

 

b.  Consideration Of An Application For A Certificate Of Appropriateness For The William Lee House, 6415 Gaywind Drive, Charlotte, N.C.  Click Here For Plans.

 

 

MR. JONES PRESENTED A MOTION SECONDED BY MR. BOOKOUT TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR THE WILLIAM LEE HOUSE, 6415 GAYWIND DRIVE, CHARLOTTE, N. C., BE APPROVED AS PRESENTED WITH THE STIPULATION THAT PRECISE, FINAL PLANS WILL BE PRESENTED TO THE HISTORIC LANDMARKS COMMISSION AT ITS MEETING ON OCTOBER 10TH.  MR. BENSON RECUSED HIMSELF FROM THE VOTE.  THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve The Seconded Motion As Presented.

NEWMAN TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR THE HIGHLAND PARK MANUFACTURING COMPANY PLANT NO. 3, 2901 NORTH DAVIDSON STREET, CHARLOTTE, N. C. BE APPROVED AS PRESENTED. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve The Seconded Motion As Presented.

 

d.  Consideration Of An Application For A Certificate Of Appropriateness For The Charlotte Cotton Mills, 508 West Fifth Street, Charlotte, N.C.  Click Here For Plans.

 

 

MS. HOCKETT PRESENTED A MOTION SECONDED BY MR. BOOKOUT TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR THE CHARLOTTE COTTON MILLS, 508 WEST FIFTH STREET, CHARLOTTE, N. C., BE APPROVED AS PRESENTED. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

a.  Placement of John Adams African American Schoolhouse on the Study List.

IT WAS THE CONSENSUS OF THOSE COMMITTEE MEMBERS ATTENDING THAT THE JOHN ADAMS AFRICAN AMERICAN SCHOOLHOUSE SHOULD BE PLACED ON THE STUDY LIST OF PROSPECTIVE HISTORIC LANDMARKS.

Staff Recommendation:  Make a motion with a second to place the John Adams African American Schoolhouse on the Study List of Prospective Historic Landmarks.

b.  Consideration of the Survey and Research Report on the Renfrow-Lemmond House.  Click here for Survey and Research Report

IT WAS THE CONSENSUS OF THOSE COMMITTEE MEMBERS ATTENDING THAT THE RENFROW-LEMMOND HOUSE HAS THE REQUISITE SPECIAL SIGNIFICANCE TO WARRANTS ITS BEING PROCESSED FOR HISTORIC LANDMARK DESIGNATION.

Staff Recommendation:  Make a motion with a second to recommend the Renfrow-Lemmond House for historic landmark designation and to schedule a joint public hearing with the Matthews Town Board to consider the recommendation.

c.  Placement of 20th Century Revival Style Log Buildings Survey on Study List.  Click here for Log Building Survey.

IT WAS THE CONSENSUS OF THOSE COMMITTEE MEMBERS ATTENDING THAT THE BUILDINGS IDENTIFIED IN THE 20TH CENTURY REVIVAL STYLE LOG BUILDINGS SURVEY SHOULD BE PLACED ON THE STUDY LIST OF PROSPECTIVE HISTORIC LANDMARKS.

Staff Recommendation:  Make a motion with a second to place the structures identified by the 20th Century Revival style log buildings survey on the Study List of Prospective Historic Landmarks.

5.  Projects Committee Matters.  The Projects Committee did not meet.

a.  Bethesda School

The issue before the Commission is whether it intends to spend additional money for the restoration of the Bethesda Schoolhouse, which the Commission has moved to Rural Hill Plantation.  Bryan Turner will have specific recommendations to present.

b.  Sidney and Ethel Grier House

The issue before the Commission is whether it intends to spend funds to make the Sidney & Ethel Grier House more marketable.  Bryan Turner will present specific figures.

c.  Grier-Rea House

A prospective buyer has opened negotiations for the purchase of the Grier-Rea House.  The Commission will consider what price to set for the property.

d.  W. B. Newell House

Pat Nystrom will update the Commission on the due diligence activities the Commission has undertaken on this property.

e.  N. S. Alexander House

Pat Nystrom will update the Commission on the due diligence activities the Commission has undertaken on this property.

f.  Grace A.M.E. Zion Church

Staff will bring the Commission up to date on developments concerning this property.  The essential issue before the Commission is whether and under what arrangements it will continue to negotiate with the representative of the owner.
