The Historic Landmarks Commission will meet next on November 10, 2003, in its offices in the Ratcliffe-Otterbourg House at 2100 Randolph Road, Charlotte, N.C.  The meeting shall commence at 6 p.m.

a.  Consideration of the Survey and Research Report On The William Little House.  Click Here For Report

The Committee recommends that the entire property (exterior, interior, and the tax parcel number) be recommended for historic landmark designation but that the processing of the property be delayed for six months in compliance with the owners' wishes.

Staff Recommendation:  Approve the Committee's recommendation.

b.  Consideration of the Survey and Research Report On The First United Presbyterian Church.  Click Here For Report

The Committee recommends that the property (exterior and the tax parcel number) be recommended for historic landmark designation in compliance with the owner's wishes.

Staff Recommendation:  Approve the Committee's recommendation.

The Committee recommends that the entire property (exterior, interior, and the tax parcel number) be recommended for historic landmark designation.

The Committee recommends that the entire property (exterior, interior, and the tax parcel number) be recommended for historic landmark designation.

e.  Consideration of the Survey and Research Report On Martin's Grocery.  Click Here For Report

The Committee recommends that the entire property (exterior, interior, and the tax parcel number) be recommended for historic landmark designation.

Staff Recommendation:  Approve the Committee's recommendation.

f.  Consideration of the Survey and Research Report On The Samuel Younts House.  Click Here For Report

The Committee recommends that the entire property (exterior, interior, and the tax parcel number) be recommended for historic landmark designation.

Staff Recommendation:  Approve the Committee's recommendation.

g.  Kenneth Whitsett's Mural Depicting The History of Mecklenburg County.  The Education Committee is recommending that Kenneth Whitsett's Historic Mural of Mecklenburg County be placed on the Study List of prospective historic landmarks. 

The Committee recommends that the mural be placed on the Study List for prospective historic landmark designation.

Staff Recommendation:  Approve the Committee's recommendation.

h.  Davidson Cotton Mill, Delberg Street, Davidson, N.C.  The owners are requesting that the Davidson Cotton Mill be placed on the Study List of prospective historic landmarks.  The building has been judged eligible for the National Register of Historic Places.

The Committee recommends that the property be placed on the Study List for prospective historic landmark designation.

Staff Recommendation:  Approve the Committee's recommendation.

i.  Hiring of Consultants to prepare a Survey and Research Report on the Standard Oil Building and the Southern Spindle and Flyer Company Building.

The Committee is recommending that Emily and Laura Ramsey be hired at a fee of $2250.  The fee has already been approved for a consultant, previously approved, who is withdrawing her name from consideration because of other duties and responsibilities.

Staff Recommendation:  Approve the Committee's recommendation.

j.  Authorizing Consulting Director to select consultants to prepare Survey and Research Reports and under certain circumstances to prepare Survey and Research Reports himself.

MR. MISENHEIMER PRESENTED A MOTION SECONDED BY DR. MATTSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE CONSULTING DIRECTOR OF THE HISTORIC LANDMARKS COMMISSION BE AUTHORIZED TO SELECT PROFESSIONAL CONSULTANTS TO PREPARE SURVEY AND RESEARCH REPORTS FOR PROSPECTIVE HISTORIC LANDMARKS AND THAT THE CONSULTING DIRECTOR, WITH THE APPROVAL OF THE CHAIRMAN OF THE SURVEY COMMITTEE OR, IF THE CHAIRMAN OF THE SURVEY COMMITTEE IS UNAVAILABLE, THE VICE-CHAIRMAN OF THE SURVEY COMMITTEE, BE AUTHORIZED TO PREPARE SURVEY AND RESEARCH REPORTS ON PROSPECTIVE HISTORIC LANDMARKS. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve the Committee's recommendation.

k.  Directing Staff to advance purposes of preservation.

MS. COX PRESENTED A MOTION SECONDED BY MS. SMITH THAT HLC STAFF BE DIRECTED TO CONTACT THE TOWN OF PINEVILLE ABOUT PORTIONS OF THE TOWN BEING PROCESSED FOR NATIONAL REGISTER HISTORIC LISTING OR LOCAL HISTORIC DESIGNATION, INCLUDING DISTRICTS. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve the Committee's recommendation.

4.  Projects Committee Matters.  Click Here For Minutes

a.   Davis House.  The Committee voted to recommend to the Historic  Landmarks Commission that the $500,000 funds allocated for the George Davis house be released for use on other HLC Projects, the budgets for which  were decreased due to BOCC action to reduce the Bond Account balance by approximately $298,000.  This action would be contingent upon the Board of Trustees determining at its October meeting that it does not wish to move forward with the restoration of the Davis House at this time.

Staff Recommendation:  Approve the Committee's Recommendation.

b.  Grier-Rea House.  The Committee voted to recommend to the Historic Landmarks Commission that it authorize Bryan Turner to execute a contract with Enviro-Tech Abatement Services for approx $44,000 for exterior lead paint abatement at Grier-Rea House.

Staff Recommendation:  Approve the Committee's Recommendation.

c.  Sidney and Ethel Grier House.  The Committee voted to recommend to the Historic Landmarks Commission that the estimated  Construction Budget for the Sidney & Ethel Grier House be increased from $227,000 to $300,000. An additional $63,000 could be made available from release of funds from George Davis House.  The increase will only occur if the Board of Trustees of Johnson C. Smith University votes not to proceed with the restoration of the Davis House at this time.

Staff Recommendation:  Approve the Committee's Recommendation.

d.  Sidney and Ethel Grier House.  The Committee voted to recommend to the Historic Landmarks Commission that Bryan Turner be authorized to execute a contract with D. E. Brown Construction for $286,000 for restoration/stabilization of the Sidney & Ethel Grier House.  The contract will only be awarded if the Board of Trustees of Johnson C. Smith University votes not to proceed with the restoration of the Davis House at this time.

Staff Recommendation:  Approve the Committee's Recommendation.

e.  Rozzell House.  The Committee voted to recommend to the Historic Landmarks Commission that Bryan Turner be authorized to execute a contract with responsible low bidder not to exceed $175,000 for restoration/stabilization of the Rozzell House. Bids to be received on 9 Oct. 2003.

f.  Bethesda School.  The Committee voted to recommend that the Historic Landmarks Commission acquire and perform basic stabilization of the Bethesda School if the Board of Trustees of Johnson C. Smith University votes not to proceed with the restoration of the Davis House at this time.

g.  Charlotte Union Bus Terminal.  The Committee voted to recommend to the Historic Landmarks Commission that the Charlotte Union Bus Terminal be placed on the Study List of prospective historic landmarks.

Staff Recommendation:  Approve the Committee's Recommendation.

h.  Application For Additional Bond Funds.  The Committee voted to recommend to the Historic Landmarks Commission that staff prepare a comprehensive report, including illustrative projects, that the Commission would use in its effort to have Historic Preservation Bonds placed on the Bond Referendum scheduled for November 2004 and that this report be reviewed by the Projects Committee at its November meeting and presented to the Historic Landmarks Commission at its November meeting.

Staff Recommendation:  Approve the Committee's Recommendation.

5.  The Education Committee has not met since the September meeting of the HLC and has no action items to bring to the Commission.  Click here for September 8th minutes.

6.  The Design Review Committee did not meet and has no action items to bring to the Commission.
