Re: Request for Public Hearing and Designation of local historic landmarks

 

 

            The Town of Davidson requests that the Charlotte Mecklenburg Historic Landmarks Commission hold a joint public hearing for the designation of three historic properties as local landmarks. The Town Board of Commissioners will give members of the public the opportunity to voice their support, opposition or questions at the nearest Board meeting, after sufficient notice has been given.

 

            According to state statutes 160A-400.5 and 160A-400.6, the Charlotte Mecklenburg Historic Landmarks Commission may designate properties as local historic landmarks. The Town of Davidson must adopt a local ordinance protecting those designated properties from making any changes to the property without obtaining a certificate of appropriateness from the Landmarks Commission. Designation would also prohibit demolition of these properties for up to one year. State statutes do not require property owner consent prior to designation, but it is strongly recommended to prevent litigation.

 

            Following the public hearing, the Town Board will make a recommendation to the Landmarks Commission regarding the designation of these properties as local landmarks. If designated, the Landmarks Commission will review certificates of appropriateness on behalf of the Town and record the designation in local tax records and with the State Historic Preservation Office.

 

The Town of Davidson Planning Department staff supports designation as a tool for preserving local history and vernacular architecture. The three houses nominated for designation are as follows:

 

            Armour House (626 N Main)

Hood House (829 Concord)

Holt-Copeland House (305 North Main)

 

These homes exemplify architectural styles of the late 1800s and are important to the local history, of a town that developed following the establishment of Davidson College. The Town of Davidson hopes to designate many more properties, taking a proactive stance to preserve local heritage.
