SURVEY COMMITTEE MEETING

AGENDA

1. Welcome: Mr. Alsop

Mr. Alsop welcomed everyone to the meeting. Mr. Alsop said that this is the last meeting of the fiscal year. The HLC holds no meetings in July.

2. Director’s Report: Dr. Morrill

Dr. Morrill explained the differences between the HLC’s Study List and the HLC’s Inventory List. Properties will be considered in each category at this meeting. The current lists are posted on the HLC’s website under Survey.

3. Consideration of Survey and Research Reports

A. Charlotte Fire Station Number 7, 3210 N. Davidson St., Charlotte

The single bay structure, built in 1935, was considered by the Committee.

DR. WEIS PRESENTED A MOTION SECONDED BY MR. NEWMAN TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT CHARLOTTE FIRE STATION NUMBER 7 (INTERIOR, EXTERIOR AND TAX PARCEL), 3710 N. DAVIDSON STREET, CHARLOTTE, N.C., BE PROCESSED FOR LOCAL HISTORIC LANDMARK DESIGNATION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

B. Crane Company Building, 1307 W. Morehead St., Charlotte, N. C.

Dr. Mattson presented information about the building. Built in 1928, the structure was a warehouse and major distribution center for Crane plumbing supplies. Dr. Mattson said the structure has been approved by the National Park Service as a tax act rehabilitation project.

MR. NORMAN PRESENTED A MOTION SECONDED BY MR. CAMPBELL TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE CRANE COMPANY BUILDING (INTERIOR, EXTERIOR AND TAX PARCEL), 1307 W. MOREHEAD ST., CHARLOTTE, N. C., BE PROCESSED FOR LOCAL HISTORIC LANDMARK DESIGNATION. THE COMMITTEE APPROVED THE MOTION WITH DR. MATTSON ABSTAINING IN THE VOTE.

4. Consideration of Potential Study List Properties

A. Charlotte General Dyestuff Corporation Building, Wilkinson Blvd., Charlotte

Built c. 1950, the building has recent alterations, the windows being of special concern, which troubled the Committee. Dyes were manufactured in the building for use by the textile industry.

After lengthy consideration, the Committee agreed that the owner should be contacted about the fact that the newly installed windows do not appear to meet the Secretary of the Interior’s Guidelines. The Committee cannot recommend that the property, as it now is, be recommended for placement on the HLC’s Study List

B. Woodlawn Apartments, Irwin Ave., Charlotte

The Committee discussed this quadraplex in Third Ward. More data (photographs) needs to be obtained about the property, and the owner needs to be consulted about a willingness to pay for a Survey and Research Report if the building is considered worthy of consideration at a future date.

C. Raeford’s Grill, Mock Circle, Davidson, N. C.

Built in the 1950s, the owner requests that the HLC fund a Survey and Research report if the structure is determined worthy of consideration for local historic landmark designation. The interior of this convenience store/grocery/grill has been renovated.

DR. WEIS PRESENTED A MOTION SECONDED BY MR. NORMAN TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT RAEFORD’S GRILL, MOCK CIRCLE, DAVIDSON, N. C., BE PLACED ON THE HLC’S STUDY LIST. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

D. Phillips’s Barn, Library Lane, Matthews, N. C.

The Town of Matthews requests that the HLC consider this "in town" structure for local historic landmark designation. Dr. Morrill said that the barn is owned by two sisters.

DR. MATTSON PRESENTED A MOTION SECONDED BY MR. NORMAN TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT PHILLIPS’S BARN, LIBRARY LANE, MATTHEWS, N. C., BE PLACED ON THE HLC’S STUDY LIST. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

5. Potential Inventory List Properties

Dr. Morrill presented the list of properties and asked that the Committee consider the list.

DR. WEIS PRESENTED A MOTION SECONDED BY MR. NORMAN TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE FOLLOWING PROPERTIES BE PLACED ON THE HLC’S INVENTORY LIST:

A) FIRST BAPTIST CHURCH, 300 S. DAVIDSON ST., CHARLOTTE, N. C.

B) PARK TERRACE MOVIE THEATER, PARK RD. SHOPPING CENTER, PARK RD., CHARLOTTE, N. C.

C) PARK ROAD SHOPPING CENTER SIGN, PARK ROAD, CHARLOTTE, N. C.

D) SHARON UNITED METHODIST CHURCH, 4411 SHARON RD., CHARLOTTE, N. C.

E) MOORE HOUSE, 2049 MOORE ROAD, MATTHEWS, N. C.

F) WALKER’S GROCERY STORE, 1125 BELMONT AVE., CHARLOTTE, N.C.

THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

No other business was presented. Mr. Alsop said that the motions will be presented at the HLC’s monthly meeting on August 11, 2008. The meeting adjourned at 9:00 a.m.
